SUBJECT: APPROVE The service retirement and AN agreement to release police SERVICE DOG “Tibo” to his police department handler RECOMMENDATION:
It is recommended that the City Council take the following actions:
Approve the service retirement and “Agreement to Release Police Service Dog” to Corporal Nicholas Hedlund.
Authorize the Chief of Police to execute the “Agreement to Release Police Service Dog” on behalf of the City.
EXECUTIVE SUMMARY
This action will approve the service retirement of police service dog, “Tibo” to his handler, Corporal Nicholas Hedlund. Pomona Police Department’s Canine Procedure 330, Retirement of Police Dogs, sets forth the criteria for the retirement of a police service dog. The criteria for “Tibo’s” retirement have been met.
FISCAL IMPACT
As provided in the Agreement, the City of Pomona shall receive a total of $ 1.00 as full payment for the sale of police service dog “Tibo”, and upon transfer of ownership from the City of Pomona to Corporal Nicholas Hedlund. The $1.00 will be deposited into the FY 2023-24 General Fund Operating Budget (101-2003-40380-00000).
PREVIOUS RELATED ACTION
On April 19, 2021, the City Council approved the service retirement and transfer of police service dog “Jax” to Corporal Jason Conley.
DISCUSSION
Pomona Police service dog “Tibo” has served the residents of Pomona since January 2015. Tibo is now nine (9) years old and has reached retirement age. Considering “Tibo’s” age and service time, it is an appropriate time to retire him.
Pomona Police Department Canine Procedure 330 allows for the canine handler to have first priority in assuming responsibility for the care of the retired canine. Corporal, Nicholas Hedlund has requested to assume the responsibility for “Tibo” in his retirement. Accordingly, the “Agreement to Release Police Service Dog" (Attachment No. 1) authorizes the sale of “Tibo” to Corporal Nicholas Hedlund for $1.00. This sale shall transfer full responsibility and liability for “Tibo” from the City to Corporal, Nicholas Hedlund.
