The Initial Study will provide the City with information to use as the basis for preparing a declaration. The Initial Study is expected to be completed in 2024 and will be presented to Council at a later date.
DISCUSSION:
The Fairplex hosts many public and private events and is in a favorable location along the San Jose Creek to capture and recharge stormwater. In January 2021, the East San Gabriel Valley Watershed Group, which the City of Pomona is a part of, collaborated to prepare and submit a project to capture stormwater to meet the Municipal Separate Storm Sewer System (MS4) Permit requirements and enhance water supply by groundwater recharge through infiltration under the existing Grandstand Field. After reviews and rankings by the Los Angeles County Flood Control District, the project was chosen and awarded SCW Regional funding for design. This project contributes to the regional goal of improving the water quality discharging to San Jose Creek, increase water supply by recharge, and provide the community with an education component demonstrating water conservation. At this juncture, staff is seeking approval of an agreement with Craftwater for the design of facilities to recharge said water.
On April 11, 2023, a Request for Proposals (RFP) No. 2023-1010 was issued on the City’s electronic bidding platform. The solicitation notified 457 vendors, of which there were 51 vendors who downloaded the RFP, resulting in the City receiving five proposals. The five companies that submitted proposals are Craftwater, CWE, Psomas, Stantec Consulting Services Inc., and Tetra Tech. All five proposals were evaluated on a 350-point scale based on responsiveness and compliance, past performance, project approach and price. The evaluation committee selected Craftwater as the highest-ranking proposal, see Table 2 on the following page. A not-to-exceed fee was negotiated with Craftwater for the design services that is commensurate with the required level of effort.
