EXECUTIVE SUMMARY:

Adoption of Resolution No. 2023-131 (Attachment No. 1) will appropriate $600,000 of available Proposition A funds in the FY 2023-24 Operating Budget and will authorize that: $100,000 be used for Controllable Contract Services related to the Right of Entry Agreement with Union Pacific Railroad Company (Union Pacific), $470,000 for vandalism repairs, and $30,000 for additional pressure washing services at the Pomona Transit Center (Transit Center). Additionally, approval of the Right of Entry Agreement with Union Pacific will allow access and a temporary workspace to perform maintenance on lights at the Transit Center. Lastly, the amendment to the agreement with Parkwood Landscape Maintenance, Inc. will allow for an increased frequency of maintenance services at the Transit Center to address vandalism.

FISCAL IMPACT:

There will be no fiscal impact to the General Fund. The FY 2023-24 Operating Budget for the Proposition A Fund will need to be amended by appropriating $600,000 from available reserves into the following accounts:

Controllable Contract Services
$100,000
To be used for the Right of Entry Agreement to perform various maintenance services related to vandalism. 216-2506-52173-00000

$470,000
To address maintenance needs and repairs due to vandalism. 216-2506-52649-00000
Bus Shelter Maintenance
$30,000
For the amendment to the agreement with Parkwood Landscape for additional maintenance services.

PREVIOUS RELATED ACTION:

On June 17, 2019, the City Council awarded a three-year contract, with (2) one-year extension options, to Parkwood Landscape Maintenance, Inc. in an annual amount of $161,978 for bus stop maintenance and related services, including power/pressure washing at transit stations.

DISCUSSION:

The Pomona Transit Center is the City’s main transportation hub for passengers of Foothill Transit, Omnitrans, Metrolink, and Amtrak public transportation services. The Transit Center has seen a severe increase of vandalism over the last several years. In an effort to respond to this increase and address safety concerns as a result of the vandalism, Staff is recommending an appropriation of available Proposition A funds in the amount of $600,000. Specifically, $470,000 will be utilized for various repair and maintenance projects.

Parkwood is the City’s current maintenance contractor providing pressure washing services at the Transit Center and bus stop shelters. At the Transit Center, services include cleaning and pressure washing of all visible metal and concrete surfaces, all glass and plexiglass surfaces, stairs, buildings, and the pedestrian bridge. Currently, the frequency of pressure washing services for areas of the Transit Center is only three times per week. An amendment to the existing agreement will increase services to seven times per week at an annual contract amount of $85,000, an approximate $30,000 increase to the current contract amount.

Further, the Right of Entry Agreement between the City and Union Pacific will provide necessary access and a temporary workspace to perform maintenance on various lights at the Transit Center. This level of work also requires flagging services to ensure the safety of workers near the train tracks; hence, $100,000 will be used for these agreement-related services.

All aforementioned activities address the maintenance needs and immediate safety concerns at the Transit Center due to vandalism. These actions are in line with Prop A fund use.
