COUNCIL REPORT
August 7, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Anita D. Gutierrez, Development Services Director SUBJECT: ADOPT A RESOLUTION TO AMEND THE FISCAL YEAR 2023-24 OPERATING BUDGET BY APPROPRIATING $4,000 IN STATE CERTIFIED LOCAL GOVERNMENT (CLG) PROGRAM GRANT FUNDS NOT EXPENDED DURING FY 2022-23 RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2023-133 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2023-24 OPERATING BUDGET BY INCREASING THE REVENUE ESTIMATES AND APPROPRIATIONS OF $4,000 IN STATE CERITFIED LOCAL GOVERNMENT (CLG) PROGRAM GRANT EXECUTIVE SUMMARY:
This action receives and appropriates $4,000 in State Office of Historic Preservation (OHP) grant funds into the Development Services Department’s budget. Funds will be used to support outreach efforts related to the City’s local Historic Preservation Program.
FISCAL IMPACT:
This action will amend the Fiscal Year (FY) 2023-24 Operating Budget by appropriating unspent funds available from the prior fiscal year. The changes to the fund will be increasing revenue estimates in the amount of $4,000 (215-1712-40873-58772) and appropriations in the amount of $4,000. The appropriations will be split using the following breakdown of accounts: 215-1712-52063-58772, $1,100; 215-1712-52064, $1,500; and 215-1712-52080, $1,400.
PREVIOUS RELATED ACTION:
On February 6, 2023, the City Council accepted $4,000 in grant funds from the Office of Historic Preservation (OHP) and appropriated those funds into the FY 2022-23 Operating budget to support our local Historic Preservation Program.
DISCUSSION:
As part of the National Park Service Historic Preservation Fund (HPF), grant dollars are passed through the State OHP and they are required to pass ten percent of grant funds through to Certified Local Governments (CLGs) each year. This typically occurs through a competitive grant program, however, there are years when OHP does not receive grant applications sufficient to fulfill the ten percent obligation, therefore, a one-time pass-through opportunity is offered to CLG jurisdictions.
In 2022, OHP did not receive grant applications sufficient to fulfill the ten percent obligation and had approximately $100,000 in HPF funds to distribute evenly between nineteen CLG jurisdictions that applied and met eligibility requirements. The City of Pomona was awarded $4,000 in grant funds to provide outreach to its Historic Districts this spring. Staff will host five meetings, one for each Historic District and two community-wide meetings for all historic property owners or those interested in historic preservation. The purpose of these meetings is to discuss Pomona’s Historic Preservation Program, the recent update to the Design Guidelines, Historic Context Statement, the benefits, and restrictions of being historically designated, and to hear owner's concerns and issues. This money has to be spent by September 30, 2023 (the end of the Federal fiscal year). Staff had intended to spend the money in FY 2022-23; however, the planning of the meetings and the design of the informational materials took longer than originally expected, thus the need to re-appropriate the dollars in the FY 2023-24 Operating budget.
This item supports the 2020-2021 City Council Priorities and Goals; Priority 1: Fiscal and Operational Responsibility; Goal B: Improve efficiency and effectiveness of City services to businesses and residents and Goal C: Obtain grant funding and other revenue to help achieve City goals.
