CITY OF POMONA

COUNCIL REPORT
August 21, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Chris Diggs, Water Resources Director
SUBJECT: AWARD OF AGREEMENTS TO GENERAL PUMP COMPANY AND TO BEST DRILLING AND PUMP INC. FOR THE WELL REHABILITATION OF WELLS 7 AND 8B RECOMMENDATION:

It is recommended that the City Council take the following actions:

Award an agreement to General Pump Company (General Pump) for the rehabilitation of Well 7; Award an agreement to Best Drilling and Pump Inc. (Best Drilling) for the rehabilitation of Well 8B; and, Authorize the City Manager to execute the two attached agreements (Attachment No. 1 and 2) and subsequent changes or amendments thereto, subject to approval to form by the city attorney.

EXECUTIVE SUMMARY:

The approval will award agreements to General Pump and Best Drilling to provided rehabilitation for Wells 7 and 8B. Both wells have been in service for decades and are now due for rehabilitation of both the well and pumping equipment. This work ensures the wells can continue to operate and as efficiently as possible.

FISCAL IMPACT:

Funding for this action is available within the FY 2023-24 Water Operating Budget, account number 571-8123-66180-00000. The work at Wells 7 and 8B is anticipated to cost $348,250 and $454,715, respectively.

DISCUSSION:

As groundwater wells age they lose their ability to produce water and their efficiency. This loss in production is due to many factors, but typically due to the slots that let water into the well becoming clogged. When this occurs the well production decreases and the efficiency declines. At the same time, the pumping equipment often loses its ability to operate efficiency. As wear surfaces erode, less water is produced, which leads to a reduction in efficiency and an increase in the cost to produce water. The combination of all these factors lead to a production well to become less efficient, produce less water and become less reliable.

To combat these issues, annually Southern California Edison (SCE) performs tests on the City’s wells. These tests determine the overall efficiency of each well. These results are then compared to the age of the well, frequency of use, and the potential to restore the lost production. Once this analysis is complete, each well prioritized and a schedule for rehabilitation is created.

In accordance with Section 2-993.1 (4) of the City’s Purchasing Ordinance, a public notice inviting bids was posted on PlanetBids on May 22, 2023; IFB # 2023-1016 for Well 7, where five hundred sixty eight (568) prospective vendors were notified, thirty two (32) downloaded the bid and one (1) bid was received from General Pump. In addition, IFB # 2023-1017 for Well 8B was posted on PlanetBids on May 25, 2023; IFB # 2023-1016 for Well 7, where five hundred sixty seven (567) prospective vendors were notified, nineteen (19) downloaded the bid and one (1) bids was received from Best Drilling.

Based on the proposals received, staff is recommending agreements be awarded to General Pump and Best Drilling. Both companies are well known in the water industry, are reputable, and have successfully worked for City of Pomona in the past. Once the work is completed the wells will operate more efficiently and be able continued to supply water to customers for years to come.
