PREVIOUS RELATED ACTION:

On December 16, 2019, City Council received and filed the Parks and Recreation Commission’s list of recommended Measure A project priorities and directed Staff to proceed with a request for proposals (RFP) to prepare a Parks and Facilities Master Plan.

On May 17, 2021, City Council adopted Resolution No. 2021-52 appropriating $250,000 of Los Angeles Regional Parks and Open Space District Measure A funds to “Parks and Facilities Master Plan,” Project No. 428-2590-XXXXX-71072.

On June 6, 2022, City Council adopted the 2022-23 Capital Improvement Program budget, which included an additional $10,000 of General Fund balance added to “Parks and Facilities Master Plan.” DISCUSSION:

Approval of Resolution No. 2023-135 will appropriate $25,000 of General Fund reserves to allow for an additional community workshop for up to 50 participants, additional report modifications based on the outcome of this workshop, additional meetings between the Consultant (RJM) preparing the Master Plan and City Staff, and presentation of the final draft report to the Parks and Recreation Commission.

The original scope of work included an extensive and comprehensive outreach plan that included meetings with various stakeholders, meetings with community-based organizations, online surveys in both English and Spanish, phone surveys in both English and Spanish, and virtual and in-person community workshops with translation services. During the virtual and in-person community workshops, residents of the City were provided an opportunity to listen to a presentation and provide input and recommendations through various surveys. At the time the proposal was submitted on November 2, 2020 and awarded on May 17, 2021, the City was still dealing with the ramifications of the Coronavirus pandemic. As a result, outreach for the plan emphasized more remote methods rather than in-person methods. However, the City did hold two in-person meetings, but found that the virtual meetings were far more successfully attended.

As development of the Parks and Facilities Master Plan was being finalized, it was determined that another opportunity should be provided to community-based groups to provide additional input and recommendations to the Master Plan. Once the Master Plan is updated with this additional input, it was agreed that one more additional community workshop should be provided, and another presentation should be made to the Parks and Recreation Commission before providing a final presentation to the City Council. These actions are additional services not contemplated in the original scope of work.
