CITY OF POMONA

COUNCIL REPORT
August 21, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: ADOPT A RESOLUTION APPROVING THE SUBMITTAL OF GRANT APPLICATION DOCUMENTS FOR THE YOUTH COMMUNITY ACCESS GRANT PROGRAM THROUGH THE CALIFORNIA DEPARTMENT OF NATURAL RESOURCES RECOMMENDATION:

It is recommended that the City Council take the following actions:
1) Adopt the following resolution:

RESOLUTION NO. 2023-30 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE YOUTH COMMUNITY ACCESS GRANT PROGRAM 2) Authorize the City Manager, or his designee, to execute all documents related with this action, with approval of the City Attorney as to form.

EXECUTIVE SUMMARY:

Adoption of the Resolution (Attachment No. 1) will allow staff to submit supporting documentation demonstrating the ability to administer, “Let’s MOVE Pomona!” for the Youth Community Access Program through the California Natural Resources Agency.

FISCAL IMPACT:

The fiscal impact will be determined by the amount of grant funding awarded and a potential increase or added maintenance costs associated with the addition of two vehicle acquisitions. Funds will be appropriated through the budget process.

DISCUSSION:

California voters passed the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64) on November 8, 2016, which legalized the recreational sale and use of cannabis, to people over the age of 21, and levied new excise taxes on the cultivation and retail sale of all state-regulated cannabis. Funds appropriated to the California Natural Resources Agency are for competitive grants to support youth access to natural or cultural resources with a focus on low-income and disadvantaged communities. Approximately $18.3 million is available for Youth Community Access projects. The maximum award for an individual project is $300,000. The minimum award is $25,000.

Eligible projects must serve youth and directly support access to either natural or cultural resources and meet the criteria for both low-income and disadvantaged communities. Let’s MOVE Pomona! was developed to acquire transportation to support existing recreational programs to provide youth access to natural and cultural resources, create pathways to college and career success, and build capacity to improve youth wellbeing. The City was invited to the final phase of the three-step selection process requesting submittal of supporting documentation demonstrating the ability to carry out the project.

Approval of this action will allow City staff to submit grant application documentation for Youth Community Access grant funds by August 26, 2023.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
