SUBJECT: AWARD OF PROFESSIONAL CONSULTANT SERVICES AGREEMENTS FOR “POMONA LIBRARY FACILITY IMPROVEMENTS,” PROJECT NO. 428-2590-XXXXX-74120 RECOMMENDATION:
It is recommended that the City Council take the following actions:
Award a Professional Consultant Services Agreement for “Pomona Library Facility Improvements,” Project No. 428-2590-XXXXX-74120 to ACC Environmental Consultants, Inc. for Hazardous Building Material/Abatement Professional Services (Design/Monitoring/Testing) in the amount of $115,241; Award a Professional Consultant Services Agreement for “Pomona Library Facility Improvements,” Project No. 428-2590-XXXXX-74120 to Design West Engineering for Mechanical Engineering Design to include the base bid and additive alternates in the total amount of $268,574; and Award a Professional Consultant Services Agreement for “Pomona Library Facility Improvements,” Project No. 428-2590-XXXXX-74120 to PBK Architects, Inc. d.b.a. BEAM Professionals for Roofing/Structural Design in the amount of $150,000.
Authorize the City Manager, or designee, to execute the agreements and any amendments subject to review by the City Attorney as to form.
EXECUTIVE SUMMARY:
These recommended actions will result in the awarding of Professional Services Agreements to ACC Environmental Consultants, Inc. in the amount of $115,241, to Design West Engineering in the amount of $268,574, and to PBK Architects, Inc. d.b.a. BEAM Professionals in the amount of $150,000 for the professional design of the Hazardous Material Removal, Mechanical Engineering, and Structural Roof Design, respectively, for “Pomona Library Facility Improvements,” Project No. 428-2590-XXXXX-74120 (Pomona Library Improvements).
FISCAL IMPACT:
The Project will be funded with FY 2023-24 existing California Budget Act of 2021 (SB129) Grant Funds. The table below summarizes the fiscal impact of this action:

PREVIOUS RELATED ACTION:
On December 19, 2022, the City Council approved an amendment to the FY 2022-23 CIP Budget by amending the description of the Pomona Library Improvements to include additional scope of work and appropriating $6,014,328 in State Grant Funding (SB 129 Building Forward Library Infrastructure Grant Program).
On March 20, 2023, the City Council approved the award of a professional services agreement to Cumming Construction Management, Inc. in the amount of $284,970 for project and construction management services.
DISCUSSION:
Approval of this report will result in the award of three (3) agreements related to the Pomona Library Improvements. City Staff submitted an application requesting funding from the State of California Budget Act of 2021 (SB 129) Building Forward Library Infrastructure Grant Program to renovate the Pomona Public Library. On October 19, 2022, the City received notification of an award of $6,014,328. Proposed improvements to the Library include:
- Roof replacement
- HVAC replacement
- Interior LED troffer retrofit kits
- LED exterior lighting
- Carpet replacement
This Project is currently in the design phase. IFB No. 2023-24 for Hazardous Building Material Abatement Consulting was posted on PlanetBids on May 22, 2023, with bids due on June 22, 2023. With 36 prospective bidders, only one bid was received from ACC Environmental Consultants, Inc. This consultant is needed to test, mitigate/remove, and report any hazardous building materials within the existing construction areas.
On May 22, 2023, IFB No. 2023-22 for Mechanical Engineering Design Services was posted on PlanetBids with 1,060 vendors notified. Of thirty-nine (39) prospective bidders, eight (8) bids were received, with Design West Engineering being the lowest bidder. This consultant is required to design the new HVAC system and removal of the existing system, along with design of electrical lighting and plumbing work.
On June 14, 2023, IFB No. 2023-30 for Roofing Engineering Consultant Services was posted to PlanetBids where 1,273 vendors were notified. Of twenty-six (26) prospective bidders, only one bid was received from PBK Architects, Inc. d.b.a. BEAM Professionals. This consultant will design the safe removal of the existing roofing materials and design the roof replacement.
COUNCIL PRIORITIES & GOALS:
This item supports the 2021-22 City Council Priority 4: Goal M: Improve safety and cleanliness at parks and public spaces.
