To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: ADOPT A RESOLUTION AMENDING THE FY 2023-24 OPERATING BUDGET FOR THE OUTDOOR & ACTIVE YOUTH PROGRAM AND ACCEPT GRANT FUNDS FROM POMONA UNIFIED SCHOOL DISTRICT RECOMMENDATION:

It is recommended that the City Council take the following actions:

Adopt the following resolution:

RESOLUTION NO. 2023-151 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2023-24 OPERATING BUDGET FOR THE OUTDOOR & ACTIVE YOUTH PROGRAM GRANT FUND BY INCREASING REVENUE ESTIMATES AND APPROPRIATIONS BY $149,931 AND ACCEPTING FUNDS OF $524,931 FROM POMONA UNIFIED SCHOOL DISTRICT IN GRANT FUNDING Authorize the City Manager, or his designee, to execute an agreement and any subsequent amendments subject to review by the City Attorney.

EXECUTIVE SUMMARY:

Outdoor & Active is a PUSD-funded program facilitated by City staff to provide students, ages 4-17, with opportunities to participate in sports programming, nature-based activities, and fieldtrips to local sporting events. In continued alignment with the goal of supporting youth, PUSD has made $524,931 in grant funding available for FY 2023-24 for the City to provide programming to support various specialty programs designed to address the academic, recreational, and social/emotional needs of PUSD students. This increase in funding levels will allow for an increase in staffing levels, as well as support additional opportunities for youth employment. A request for authorized positions will be forthcoming at a future City Council meeting.

FISCAL IMPACT:

As part of the annual budget process, staff estimated $375,000 in Outdoor & Active Youth Program grant fund revenue projections (215-4190-40916-58765) and corresponding appropriation for FY 2023-24. For FY 2023-24, PUSD funding will amend the Operating Budget by increasing revenue estimates (215-4190-40916-58765) in the amount of $149,931 and increasing appropriations in the same amount (215-4190-51012-58765).

PREVIOUS RELATED ACTION:

On July 18, 2022, City Council adopted Resolution No. 2022-130 amending the FY 2022-23 Operating Budget by increasing revenue and appropriations of $181,066 and accepting funds for $375,000 from PUSD in grant funding for Outdoor & Active.

On September 20, 2021, City Council adopted Resolution No. 2021-108 amending the FY 2021-22 Operating Budget by increasing revenue and appropriations of $300,000 from PUSD in grant funding for Outdoor & Active.

DISCUSSION:

Since February 2021, Outdoor & Active had provided thousands of touchpoints to hundreds of students with positive, recreational experiences in sports opportunities, nature-based activities, and fieldtrips to local sporting events. Community Services has proposed to offer expanded and enhanced programming from July 2023 through June 2024. Per PUSD’s expressed need, the focus will be on recreational spaces at the following parks and school sites:

Hamilton Park*
Kennedy Park
Palomares Park
Martin Luther King, Jr. Park
Montvue Park
Philadelphia Park
Country Crossings (replacing Phillips Ranch)*
Tony Cerda Park
Village Academy*
Washington Park
Westmont Park
Willie White Park
*New/Change in location
With the approved funding, City staff will administer specialty programs that will offer a wide variety of recreational and social-emotional growth opportunities during out-of-school time. The additional funding would support the addition of one full-time Recreation Supervisor, one full-time Administrative Assistant and several part-time staff to accommodate the increase in the number of sport offerings and frequency at park/school sites. A request for authorized positions will be forthcoming at a future City Council meeting.

In addition, the City will incorporate Youth Employment opportunities to youth ages 14-18, providing life skills, on-the-job training, and mentoring opportunities that will help prepare youth for future employment. The City would seek responsible youth individuals with knowledge/experience in specified sports to assist with setup, removal, and storage of sports equipment, including registration of participants, check-in of teams/players, report all incidents to supervisor, act as a scorekeeper, and officiate sports competitions.

Key aspects of Outdoor & Active:

Outdoor & Active will continue to operate programs and leagues offered in FY 2022-23.

Expansion of current Outdoor & Active evening sports leagues capacity.

Increasing Outdoor & Active sites from 11 to 12 locations.

Addition and expansion of new and existing introductory recreation programs for younger age groups.

Increasing skateboarding classes and camps for youth of various skill levels, to be offered throughout the school year and during school breaks, including the introduction of a Skateboarding Club.

Swim lessons for 50 PUSD students.

Addition of recreation games and less “traditional” sports to broaden opportunity for learning and to provide a variety of options for physical fitness.

Expansion of day trips to include outdoor-based field trips to natural areas, sporting events, and other education-based trips.

Fiscally, the City will look to use funds to enhance existing staffing levels to help meet the increasing programmatic and administrative needs.

The City will seek partnerships with local organizations to enhance offerings and a portion of the funding will go toward program supplies and admission fees associated with trips or activities.

Days, times, and activities will reflect community input and availability of funds and staffing levels.

The City anticipates utilizing the Master Joint Use Agreement with PUSD to support these types of programs. The approved use of PUSD properties for sports activities, league games, and practices on fields and gymnasiums, when space does not exist at adjacent parks, would be greatly beneficial to Outdoor & Active.

Community Services is committed to continually improving quality and inclusivity within its programs. The City was recently awarded a grant through the San Gabriel/Pomona Regional Center. The funding will hire an Inclusion Lead and several Inclusion Aides that will provide support in making Pomona’s youth serving programs, including Outdoor & Active, more inclusive for youth with intellectual and developmental disabilities. This enhancement will be based on staffing availability and will be at no cost to PUSD.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals and Priority 4: Safe and Clean Community – Goal M: Improve safety and cleanliness at parks and public spaces.
