A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2023-24 OPERATING BUDGET BY APPROPRATING $510,653 FROM GENERAL FUND RESERVES TO IMPLEMENT A TWO AND ONE HALF PERCENT (2.5%) SALARY INCREASE FOR SWORN CLASSIFICATIONS WHEREAS, the City Council has the authority to create, classify and assign salary scales/ranges for all City of Pomona classifications; WHEREAS, the City Council adopted the operating budgets of the City of Pomona for Fiscal Year 2023-24 on June 5, 2023 and all appropriations for departments or major organizational units within the General Fund and all operating funds were approved; WHEREAS, a fiscal review is a prudent method to ensure that the City maintains a healthy financial structure; WHEREAS, the Memorandum of Understandings between the City of Pomona and the Pomona Police Officers’ Association, Pomona Police Managers’ Association, and Compensation Plan for Executive Management A-B Employees stipulates that sworn salaries will be adjusted by 2.5% October 1, 2023 pursuant to compensation provisions and based on salary survey data; WHEREAS, the City Council approved amendments to the fiscal year 2023-24 Operating Budget on July 17, 2023 and the August 21, 2023 respective City Council agendas.
WHEREAS, the City Council wishes to further amend the Operating Budget appropriations to implement a two and one-half percent (2.5%) salary increase effective October 1, 2023 for all sworn classifications.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona, California, as follows:
SECTION 1. That the City Council amend the Fiscal Year 2023-2024 City Operating Budget by increasing the General Fund appropriations in the amount of $510,653 (101-2000-51012-00000), to implement a 2.5% general salary increase effective October 1, 2023 for sworn classifications.
SECTION 2. The actions approved by this resolution shall become effective October 1, 2023.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution, and it shall thereupon be in full force and effect.
