It is recommended that the City Council adopt the following resolutions:

Pursuant to the Pomona Police Officers’ and Police Managers’ Association Memorandum of Understanding, sworn classification salaries shall be adjusted every October 1. Approval of these resolutions will amend the Fiscal Year (FY) 2023-24 Salary Schedule to reflect a two and one-half percent (2.5%) salary increase to sworn classifications.
FISCAL IMPACT:
The estimated annualized cost of $515,009 for the 2.5% increase for FY 2023-24, of which virtually all (99.6%) is from the General Fund ($510,653) and the remaining ($4,356) is from grant funds. The Adopted FY 2023-24 General Fund Budget included a surplus of $1.2M which could be utilized for all City of Pomona bargaining unit contracts. Since the FY 2023-24 Budget adoption a few General Fund budget amendments have been approved by the City Council, and thus an amendment to the Operating Budget in the amount of $510,653 (101-2000-51012-00000) is requested as part of this action. There are adequate funds in the respective Special Revenue Operating Funds FY 2023-24 Budgets to cover the $4,356 addition and therefore no amendment is necessary.
PREVIOUS RELATED ACTION:
On October 4, 2021 the City Council approved the 2021-2023 MOU between the City of Pomona and PPOA. On October 18, 2021 the City Council approved the 2021-2023 MOU between the City of Pomona and PPMA and the Compensation Plan for Executive Management Group A-B Employees. On June 5, 2023, the City Council approved a salary adjustment of 2.5% for PPOA, PPMA, and Group A-3 employees retroactive to October 9, 2022.
DISCUSSION:
City representatives are currently in negotiations with the Pomona Police Officers’ and Police Management labor groups for successor MOUs. The 2021-2023 MOUs for PPOA and PPMA stipulate that effective October 1, 2015 and every October 1st thereafter, the top step salary for Police Officer shall be adjusted to the median or mean salary, whichever is higher, of the fourteen (14) survey cities, not to exceed two and one-half percent (2.5%).
The Human Resources Department conducted a salary survey on September 19, 2023. The top step of Police Officer salary is 4.49% below the average and 3.36% below the median. In accordance with the respective MOUs and based on the results of the salary survey, the top step of the Police Officer classification should be adjusted by 2.5% effective October 1, 2023.
In adjusting the salary for Police Officer, other sworn classifications will be adjusted as well to maintain salary alignment in accordance with the PPOA and PPMA MOUs and the Compensation Plan for Executive Management A-B Employees.
Based upon PPOA and PPMA MOU provisions and salary survey data, it is recommended that the City Council adopt the resolutions approving a 2.5% salary increase to sworn classifications.
