PREVIOUS RELATED ACTION:

On May 4, 2020, the City Council adopted Resolution No. 2020-60 approving the creation of “Hamilton Park Renovation,” Project No. 428-2590-XXXXX-71070 and appropriating $1,500,000 of grant funding from the Proposition 68 Statewide Park Development and Community Revitalization Program to the Project.

On May 16, 2022, the City Council adopted Resolution No. 2021-79 appropriating $650,000 of Los Angeles County Regional Park and Open Space District Measure A funds, $272,294 of State of California Parks and Water Bond Act of 2018 (Proposition 68), and $280,000 of Measure W (Safe Clean Water Program) funds to the Project.

On September 19, 2022, City Council awarded a construction contract to Micon Construction, Inc. in the amount of $1,926,245.

DISCUSSION:

The City recently completed the renovation of Hamilton Park. Given the popularity of the new renovations, it was necessary to complete sidewalk improvements around the park and to install new crosswalk improvements at the intersection of Hamilton Boulevard and Monterey Avenue to facilitate safety for everyone in the Community wishing to access the park in time for the Grand Opening on August 31, 2023. It is estimated that between 300 and 500 Pomona residents attended the Grand Opening, and the park has been widely used since.

The repairs to the sidewalk were performed using the City’s contractor, GM Sager, and cost $26,300. The crosswalk was installed by Nextech Systems, Inc., after the City obtained three bids for a total of $9,447.83 plus additional expenditures incurred by City Staff of $1,389.18.

The Project was entirely funded by grant funding, which did not allow for the sidewalk improvements or the new crosswalk improvements; therefore, other funding is necessary to reimburse these expenses since both of these improvements were necessary for the overall safety of the community as they enjoy this park.
