CITY OF POMONA

COUNCIL REPORT
October 9, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Mark J. Gluba, Deputy City Manager
SUBJECT: City Council Strategic Priorities and Goals Discussion RECOMMENDATION:

It is recommended that the City Council receive a presentation from Jacob Green & Associates, engage in a discussion regarding the City Council’s collective vision and strategic priorities for the City of Pomona and to establish clear staff expectations for the upcoming years.

EXECUTIVE SUMMARY: On February 2, 2021, the Council last discussed progress updates regarding previously established priorities with associated goals. Tonight’s discussion was calendared in accordance with City Council direction to convene for discussion and determination of their collective strategic priorities to establish updated Council goals and objectives.

FISCAL IMPACT: The costs for facilitation of the City Council strategic priorities retreat are included in the Adopted FY 2023-24 General Fund Operating Budget.

PREVIOUS RELATED ACTION: At Special City Council Meetings held on March 25, 2019, April 8, 2019, and July 1, 2019 the City Council identified general priorities and goals. On July 1, 2019 and again on February 2, 2021, the Council received updates and discussed the existing priorities and goals at a Special Meeting.

DISCUSSION: It is common for City Council’s to participate in similar goal setting workshops every few years and many cities contract with an experienced third-party facilitator to help effectively lead the City Council in the strategic planning process. Therefore, staff met with a few well-known, professional consultants. The City Council’s most recent evaluation processes for the City Manager, City Attorney and City Clerk were conducted by Jacob Green & Associates. As this evaluation process included areas of improvement and/or individual goals and objectives for each of the direct City Council appointees, staff selected with Jacob Green & Associates to facilitate this workshop, for continuity of process and alignment of these individually assigned goals with the desired output of organizational goals and objectives.

The workshop discussion will encompass the following elements: (1) Governance – Role Clarification and Best Practice, (2) Revisiting of Mission, Vision, and Values and (3) Solidification of Strategic Priorities. The ultimate goal of this workshop is for the City Manager and staff to develop a clear understanding of Council’s shared priorities so that said priorities can be appropriately incorporated into the City’s workflow and the Fiscal Year 2024-25 Budget for adoption and implementation. A Copy of the adopted 2019 City Council Priorities and Goals is attached for reference (Attachment).
