RESOLUTION NO. 2023-187
A Resolution OF THE CITY COUNCIL OF THE CITY OF POMONA, california, Denying the appeal and upholding the Historic PReservation Commission’s determination that 451 East Cetner Street is Historic WHEREAS, the applicant, Doug Alvey submitted an application requesting a determination of Historic Significance (DHS-021943-2023) on July 27, 2023; and WHEREAS, the Historic Preservation Commission has, after reviewing the item at a public meeting on September 6, 2023, determined that the property met designation criterion 3 based on its architecture and is therefore, historic; and WHEREAS, the applicant, Doug Alvey appealed the Commission’s determination on September 14, 2023; and WHEREAS, the City Council has carefully considered any pertinent testimony and the staff report offered in the case presented at the City Council meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. The City Council hereby finds and determines that the property meets designation criterion No. 3 as follows:
It embodies distinctive characteristics of a style, type, period, or method of construction, or is a valuable example of the use of indigenous materials or craftsmanship; The property has distinctive characteristics of the Craftsman Bungalow style of architecture, including clapboard siding, exposed rafters, exposed beams, decorative roof vents, and decorative rafter tails on end rafters; and that it is a valuable example of early worker housing in Pomona.
SECTION 2. Based on the above finding, the City Council hereby denies the appeal and upholds the Historic Preservation Commission’s determination that 451 East Center Street is historic.
SECTION 3. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
