SUBJECT: APPROVE THE PURCHASE OF A 3 YARD AND 5 YARD DUMP TRUCK FROM PB LOADER CORPORATION FOR THE WATER RESOURCES DEPARTMENT IN THE AMOUNT OF $262,701 RECOMMENDATION: It is recommended that the City Council take the following actions:
Approve the purchase of one 3 yard dump truck and one 5 yard dump truck from PB Loader Corporation (PB Loader) for Water Resources Department (WRD) in the amount of $262,701, and; Authorize contingency amount of $13,051 (9%) to purchase a 2025 model 5 yard dump truck in the event the 2024 model is unavailable for purchase, and; Authorize the City Manager, or designee, to execute subsequent changes or amendments thereto, on behalf of the City.
EXECUTIVE SUMMARY:
Purchase of one 3 yard dump truck and one 5 yard dump truck from PB Loader Corporation, these vehicles are used to haul sand, gravel and asphalt used for water infrastructure repairs.
FISCAL IMPACT:
The total fiscal impact for the proposed action is $262,701, which includes a 9% contingency for the 5 yard dump truck. PB Loader has informed WRD staff they may be unable to fill our order for the 2024 chasis used for the 5 yard dump truck. To ensure this approval covers the necessary funds to purchase the 5 yard dump truck, a 9% contingency has been added to the funding request. Funding is available within the FY 2023-24 Water Operating Budget, (571-8122-66182-00000). Proposal for each vehicle are shown in Table 1, on the following page; Table 1

PREVIOUS RELATED ACTION:
On July 17, 2023, City Council approved the supplemental purchase of one 3 yard dump truck and one 5 yeard dump truck as part of the FY 2023-24 WRD Operating Budget.
DISCUSSION:
The recommended action will authorize the purchase of two new dump trucks, a 3 yard dump truck, which will replace unit 81469 and a 5 yard dump truck, which will replace unit 81471. Pricing was obtained by utilizing Sourcewell contract #080521-PBL from PB Loader. Sourcewell is a joint powers association for public agencies with legal authority to serve as a contracting agency for municipalities. Per City Code 2-997, the Procurement Officer has reviewed the procurement process conducted by Sourcewell and recommends utilizing the Sourcewell contract for this purchase.
The 5 yard dump truck (unit 81469) needing replacement is a 1996 Ford F-750 and the 3 yard dump truck (unit 81471) is a 2000 Chevy 3500. Due to excessive wear and tear and many years of service these units have become unreliable for daily use and are in need of major repairs. In many cases, per the City’s Fleet Department, parts are becoming difficult to obtain and are costly. Replacing these vehicles will result in more reliable dump trucks which result in a improved responsiveness to water leak repairs. The two dump truck units are used to haul sand, garvel and asphalt used for water infrastructure repairs.
