A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2023-24 OPERATING BUDGET BY APPROPRATING $252,987 FROM GENERAL FUND RESERVES AND APPROPRIATING $147,282 FROM NON-GENERAL FUND BUDGETS TO IMPLEMENT FINANCIAL IMPACTS AS A RESULT OF SALARY INCREASES AND MODIFIED BENEFITS WHEREAS, the City Council has the authority to create, classify and assign salary scales/ranges for all City of Pomona classifications; WHEREAS, The City Council may change terms of employment for unrepresented employees by modifying the Compensation Plans for Executive Management A-B Employees (A-B Plan), Compensation Plan for Unrepresented Mid-Management Library C-2 Employees (C-2), and Part-Time Management/Confidential Compensation Plan (PTMC); WHEREAS, a fiscal review is a prudent method to ensure that the City maintains a healthy financial structure; WHEREAS, the City Council adopted the FY 2023-24 Operating Budget, Housing Authority Budget, and the Five-Year Capital Improvement Program on June 5, 2023 and all appropriations for departments or major organizational units within all operating funds were approved; WHEREAS, the City Council adopted the Operating and Capital Improvement Program budgets of the City of Pomona for fiscal year 2023-24 on June 5, 2023 and all authorized staffing levels for departments or major organizational units within all operating funds and capital improvement programs were approved; WHEREAS, the City Council approved amendments to the fiscal year 2023-24 General Fund Operating Budget on July 17, 2023, August 21, 2023, October 2, 2023, and October 16, 2023.
WHEREAS, the City Council wishes to further amend the Operating Budget appropriations to implement the provisions in the Compensation Plans for A-B, C-2, and PTMC.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona, California, as follows:
SECTION 1. That the City Council amend the Fiscal Year 2023-2024 City Operating Budget by increasing the General Fund appropriations in the amount of $252,987 and Non-General Fund appropriations in the amount of $147,282 to implement the provisions of the Compensation Plans for A-B, C-2, and PTMC.
SECTION 2. The actions approved by this resolution shall become effective October 8, 2023.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution, and it shall thereupon be in full force and effect.
