Adopt the following resolution:
RESOLUTION NO. 2023-194 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2023-24 SEWER OPERATING BUDGET BY APPROPRIATING $424,000 FROM THE AVAILABLE SEWER FUND RESERVES Award a bid to Faze 1 Corporation dba Premier Pipe (Faze 1) for a three-year agreement with two additional one-year renewal options, for sewer cleaning and Closed Circuit Television (CCTV) inspection services, at the prices bid, in the amount not-to-exceed of $480,000; and, Authorize the City Manager, or designee, to execute a three-year agreement with two one-year renewal options with Faze 1 on behalf of the City and any subsequent documents or amendments, subject to approval by the City Attorney.
EXECUTIVE SUMMARY:
The recommendations approve a multi-year agreement with Faze 1, to assist the Water Resources Department (Department), on an as needed basis, with cleaning and CCTV inspection of sewer pipelines to ensure the City’s sewer system is properly maintained.
FISCAL IMPACT:
The total fiscal impact for the proposed action is to appropriate $424,000 from the Sewer Fund Reserves (581-2522-52580-00000). Of the appropriation, $154,684 will be used for sewer cleaning and CCTV inspections services for the remainder of FY 2023-24. The remaining appropriated funds will be used for additional sewer operational expenses. Annually, staff anticipates $160,000 will be expensed for the recommended agreement with Faze 1; contract years 1, 2 and 3 of the agreement are not expected to exceed $480,000 cumulatively. Funding needs per fiscal year will vary based on the quantity of cleaning and inspections needed to maintain the City’s sewer system.
DISCUSSION:
In accordance with the City’s Sewer System Management Plan, the Department’s goal is to clean, and then inspect, all sewer pipes every 1.5 years. However, there are years when staff is unable to complete these cleanings and inspections, typically due to equipment failures. At this juncture, staff is seeking approval of an on-call contractor to assist when staff is unable to achieve the desired level of cleanings and inspections. Staff’s intent is to review our cleaning and inspection progress quarterly, to determine if assistance will be needed. If assistance is needed, the contractor will be provided with a list of pipes to service, thereby bringing the Department current.
In accordance with Section 2-993.1 (4) of the City’s Purchasing Ordinance, a public notice inviting bids was posted on PlanetBids on September 7, 2023 IFB# 2023-1025 where 645 vendors were notified, 20 prospective bidders downloaded the bid and four bids were received. The lowest apparent bidder is Faze 1. The WRD preformed an extensive reference check and received positive feedback from all references on the services provided by Faze 1. Faze 1 will provide on call sanitary cleaning services and CCTV inspection services for the City. It is anticipated the contractor will clean and inspect approximately sixteen (16) miles of 4-inch to 42-inch sewer lines.
