PREVIOUS RELATED ACTION:

On August 15, 2022, the City Council adopted Resolution No. 2022-155 approving an update to the City of Pomona’s Expenditure Plan for ARP funding for FY 2022-23 and increased revenue estimates and appropriations in the amount of $4,000,000.

On July 17, 2023, the City Council adopted Resolution No. 2023-122 approving the creation of “Phillips Ranch Exercise Par Course Restoration,” Project No. 428-2590-XXXXX-71093 and appropriating $59,000 of D5 ARP funding to the project.

On July 17, 2023, the City Council adopted Resolution No. 2023-118 approving the creation of “Country Crossing Park Playground Resurfacing and Play Equipment,” Project No. 428-2590-XXXXX-71089 (Project) and appropriating $75,000 of D5 ARP funding to the Project.

DISCUSSION:

Unappropriating $59,000 of D5 ARP funding from “Phillips Ranch Exercise Par Course Restoration,” Project No. 428-2590-XXXXX-71093 and appropriating it to “Country Crossing Park Playground Resurfacing and Play Equipment,” will add more funding to the Project. This Project will replace the original rubberized playground surfacing as it is damaged beyond repair and has exceeded its life expectancy. In addition, it will also replace the existing playground structure, which will require additional funding. The cost of the complete replacement of the playground equipment and surfacing is estimated to be $188,000. Staff anticipates requesting additional money for the playground equipment replacement from Measure A, which will require an application process and approval from the County of Los Angeles. This will leave “Phillips Ranch Exercise Par Course Restoration,” Project No. 428-2590-XXXXX-71093 unfunded until additional funding is identified.

Guidance from the United States Department of the Treasury (Treasury Guidance) allows ARP funds to be used on park improvements within and outside a QCT (Qualified Census Tract), provided the improvements will serve a population that was disproportionately impacted by the pandemic. Treasury Guidance further recognizes that investments in parks, public plazas, and other public outdoor recreation spaces are responsive to the needs of disproportionately impacted communities by promoting healthier living environments and outdoor recreation and socialization to mitigate the spread of Covid-19.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-22 City Council Priority 5: Goal O: Improve Parks facilities in the following general order of priority: 1) ensuring that existing amenities are functioning; 2) rehabilitating bathrooms and other park facilities and equipment; 5) adding new bathrooms; and 6) adding additional recreation and playground equipment.
