CITY OF POMONA
COUNCIL REPORT
November 20, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: APPROVE SECOND AMENDMENT TO THE CONTRACT WITH SERVICE 1ST INCREASING THE CONTRACT AMOUNT BY $4,464 RECOMMENDATION:
It is recommended that the City Council take the following actions:
1) Approve second amendment to the contract with Service 1st increasing the contract amount by $4,464 from $197,694 to $202,158. All other terms will remain the same. 2) Authorize the City Manager, or designee, to execute all documents related with this action with approval of the City Attorney as to form.
EXECUTIVE SUMMARY:
Approval of Second Amendment (Attachment No. 1) will allow staff to amend the contract with Service 1st by $4,464 from $197,694 to $202,158 for aquatic maintenance and repairs.
FISCAL IMPACT: There is sufficient funding in the FY 2023-2024 Operating Budget between the Ganesha Pool account (101-4145-52580-00000) and Washington Pool account (101-4160-52580-00000) budgets.
PREVIOUS RELATED ACTION:
On April 18, 2022, City Council awarded a three-year agreement with two one-year renewal options with Service 1st to provide aquatic maintenance services for the City for $465,696.
On July 25, 2022, the First Amendment decreased the agreement amount with Service 1st to a not-to exceed amount of $465,969 to $197,694.
DISCUSSION:
On April 18, 2022, the City entered into a three-year agreement with two one-year renewal options with Service 1st, to provide aquatic maintenance services. The infrastructure of the City’s pools need annual maintenance and on-going refurbishment efforts, which requires the pools to be closed at varying times and for varying reasons. In preparation for the 2023 summer pool season, City staff requested Service 1st to perform tasks beyond the original scope of the terms of the contract, which amounted to $4,463.11. At times, City staff may be positioned to identify issues and complete repairs, however, it may be more efficient for Service 1st to evaluate pool conditions and perform repair needs. As such, staff is recommending to amend the agreement amount from $197,694 to $202,158 to pay Service 1st for services performed in the amount of $4,464.
COUNCIL PRIORITIES & GOALS:
This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City services to business and residents and Priority 4: Safe and Clean Community – Goal M: Improve safety and cleanliness at parks and public spaces and Priority 5: Infrastructure – Goal O: Improve park facilities.
