Just US 4 Youth
CalVIP Scope of Work

INTRODUCTION
This Scope of Work (SOW) describes the role of Just Us 4 Youth (JU4Y) in supporting the Office of Violence Prevention (OVP) as it carries out the City of Pomona’s CalVIP initiative. The SOW calls for 2 FTE Street Outreach Specialist positions.

RESPONSIBILITIES & DELIVERABLES

Complete data collection for the Needs Assessment described below Serve as first responders to shooting incidents
Receive information from PPD and engage active shooters or those most at risk of gun violence. This might include call-ins (Community Safety Meetings) Refer individuals at highest risk of gun violence to Peacemaker Fellowship for case management and life coaching Engage in regular communication with God’s Pantry’s Neighborhood Change Agents (NCAs) in order to fully coordinate the different functions of the two CBOs Additional related work may be added at the discretion of the parties JU4Y will assist with regular and activity reporting
Needs Assessment
The client needs assessment interviews draw directly on the lived experience of young people at the very highest risk of violence. The results of these surveys will be used to inform the development of new service partnerships and programs, individual case management, and ensure overall program effectiveness.

Program design notes
Below are suggestions for designing the Needs Assessment. JU4Y will be involved in determining what the final design for Pomona looks like.

The sample size is generally around 100 interviews but the exact number is to be determined.

The interview questions can be modified to tailor the survey to Pomona – the example from San Bernardino has around ten focus areas over about 26 pages of findings.

The interview is cell-phone based and conducted in the field.

An incentive is provided to all participants (in San Bernardino, $50 gift cards were given) The interviews are conducted by field staff that meet the description of “Credible Messenger”* in order to manage quality (through repetition) while drawing on the diverse high-risk networks prioritized in the City’s Problem Analysis.

* Credible Messengers are mentors who have passed through the justice system and sustainably transformed their lives. Returned Citizens (previously incarcerated), and others with similarly relevant experiences, are driven by the desire to “give back” and help others.

Their life experience provides them with a special ability to connect with younger, justice-involved people. From the same background and speaking the same language, Credible Messengers are able to break through to these individuals and form powerful, transformative, personal relationships. With the development of trust over time, they provide these young people a living example of hope and opportunity and are able to equip them with new tools to manage their emotions and behavior and thus change their lives.
