PREVIOUS RELATED ACTION:

On December 6, 2021, the City Council approved the creation of “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080, and appropriated $1,689,240 of Measure A funds to the Project.

On May 16, 2022, the City Council approved Resolution No. 2022-79 appropriating $650,000 of annual Measure A allocations to “Hamilton Park Renovation,” Project No. 428-2590-XXXXX-71070, leaving a remaining budget of $1,039,240 in “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080.

On March 20, 2023, the City Council adopted Resolution No. 2023-20 appropriating $534,980 of Measure A annual allocations to “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080 DISCUSSION:

In November 2016, 74.9% of Los Angeles County voters approved the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure (Measure A), authorizing dedicated local funding for new park, recreation, and open space projects and their maintenance through an annual special tax of 1.5 cents per square foot of building floor area on all taxable real property in the County. Measure A is expected to generate approximately $500,000 for the City of Pomona (City) per year from the annual parcel tax.

Since 2018, the City has received $3,017,904 in annual allocations and has utilized $250,000 for the preparation of the City’s Parks and Facilities Master Plan, and $650,000 to fund the new playground and restrooms at the recently completed Hamilton Park project. With the approval of the recommended action, the remaining total of $543,684 will be appropriated to “Palomares Park – Lawn Bowling Shade Structure Replacement,” Project No. 428-2590-XXXXX-71097 ($43,000) and to “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080 ($500,684). City Staff is currently seeking approval from the RPOSD to utilize Measure A funding for several other future CIP park projects.

It should be noted that Measure A annual allocations can only be used to fund new park development and improvements, or for the preparation of design plans, and cannot be used for maintenance/repairs. However, the City receives a separate, smaller annual allocation through Measure A for maintenance. These smaller “maintenance” funds from Measure A can only be used on previous Measure A-funded projects (e.g. the maintenance of a new bathroom where construction was funded with Measure A). Further, each project is subject to an application process that can be approved or denied by the RPOSD.

The City received approval from the RPOSD to use Measure A funding in the amount of $43,000 for the Project. The Project will remove and replace the three dilapidated shade structures over the lawn bowling area at Palomares Park.
