EXECUTIVE SUMMARY:
Approval of Resolution No. 2023-231 (Attachment No. 1) and award of the construction contract to Gentry Brothers, Inc. in the amount of $15,022,039 will provide the funding to begin construction of various walking and biking improvements in the public right-of-way in multiple neighborhoods throughout the City for “Pomona Multi-Neighborhood Pedestrian and Bicycle Improvements.” The construction work is expected to take two years (2024 and 2025) to complete due to the proximity to multiple school locations, which limits the construction adjacent to schools during the summer months to minimize impacts.
FISCAL IMPACT:
Approval of this action will award an ATP Cycle 4 Grant-funded construction contract of $15,022,039 to Gentry Brothers, Inc. The fiscal impacts are summarized in Table 1.1 below. Table 1.2 lists the funding to be unappropriated from the various projects totaling $2,393,825 and appropriated to the Project.

Advertisements for this bid request was also published in the Inland Valley Daily Bulletin on October 23, 2023 and October 24, 2023. Bid due date was on November 2, 2023.
PREVIOUS RELATED ACTION:
On March 16, 2020, the City Council adopted Resolution No. 2020-39, approving a supplemental agreement with Caltrans for the ATP Cycle 4 grant, and amending the FY 2019-20 CIP Budget by increasing revenue estimates and appropriating $220,000 of ATP Cycle 4 Grant funds to “Pomona Multi-Neighborhood Pedestrian and Bicycle Improvements,” Project No. 428-2590-XXXXX-67930.
On December 5, 2022, the City Council adopted Resolution No. 2022-203 approving a revised supplemental agreement with Caltrans for the ATP Cycle 4 Grant, and amending the FY 2022-23 CIP Budget by decreasing revenue estimates and unappropriating $117,843 of unusable remaining (T01/PES/PA&ED) ATP Cycle 4 Grant funds, and increasing revenue estimates and appropriating $515,000 of (T01 REV. 1/PE/RW) ATP Cycle 4 Grant funds for “Pomona Multi-Neighborhood Pedestrian and Bicycle Improvements,” Project No. 428-2590-XXXXX-67930. Additionally, approval of the recommended actions resulted in the award of a contract to RKA Consulting Group for professional design services for the Project.
ENVIRONMENTAL IMPACT:
The Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c), in that the Project consists of the repair of existing curb ramps, sidewalks, street intersections, and alleys.
DISCUSSION:
Initially funded with a nearly $10M ATP Cycle 4 grant, the Project will construct various pedestrian and bicycle improvements throughout the City, including the City’s first roundabout (Attachment No. 2). Roundabouts provide traffic control and traffic calming at streets intersections, and typically without the need for traffic signals or traffic stop signs. They also reduce the severity of crashes by eliminating potential head-on and broadside collisions.
On September 28, 2023, Invitation for Bids (IFB) No. 2023-46 was issued on the City’s electronic bidding platform, Planet Bids. The solicitation notified 545 potential bidders, of which 59 bidders downloaded the IFB, resulting in the City receiving four (4) proposals. Gentry Brothers, Inc. submitted the lowest responsive and responsible base bid at $12,538,232.20, or $17,341,389.20 including Additive Alternate Nos. 1 through 8, as shown in the table below:
