DISCUSSION:
The Pomona Police Managers’ Association (PPMA) represents Police Lieutenants and Captains. The current MOU with PPMA expired August 31, 2023. The City met and conferred with PPMA regarding terms and conditions of employment. These negotiations resulted in a tentative agreement with PPMA, which are being presented to the City Council for approval in Attachment 1. The City of Pomona Executive Management Group A-3 employees are the Police Chief and Deputy Police Chief. The salary scale/ranges for sworn executive management must align in the same manner and at the same time as those of the PPMA. Other terms and conditions applied to Group A-3 for the unrepresented employees are included in the Compensation Plan for approval in Attachment 2.
The key terms of the PPMA MOU are described below.
Term - The term will be for four (4) years from September 1, 2023 to August 31, 2027.
Salary – 4.5% increase effective October 8, 2023 (7% total salary increase, 2.5% went into effect October 1, 2023), 4% increase effective October 1, 2024, 4% increase effective October 1, 2025, and 5% increase effective October 1, 2026.
Medical Premiums and Section 125 Cafeteria Plan Contributions – Section 125 Benefit Plan contribution be used to pay for medical, dental, or vision insurance premiums. The Cafeteria Plan contribution for Single coverage will increase by $100 per month in December 2023 and by $20 in December 2024-26. The Cafeteria Plan contributions for Two-Party coverage will increase by $250 per month in December 2023 and by $100 in December 2024-26. The Cafeteria Plan contributions for Family coverage will increase by $350 per month in December 2023 and by $200 in December 2024-26. Said increases will help offset the increasing costs of medical premiums, while still lowering the employees’ contribution toward two-party or family coverage for most medical plans. Effective December 2024, any cash remaining after being applied to medical, dental and or vision premiums will no longer be available as taxable cash to employees.
Retirement Health Savings Plan – The parties shall meet to jointly explore various options for Retirement Health Savings Plans, for possible implementation during the term of this contract or other mutually agreeable date. The intent is for the Plan to be funded by employees.
Deferred Compensation – Effective the pay period after City Council approval, the City shall increase the deferred compensation contribution to $225 monthly, paid over 26 pay periods.
Education Incentive Pay – Effective the pay period after City Council approval, the Education Incentive pay will increase from three percent (3%) to five percent (5%) for those employees possessing an Intermediate POST Certificate or an Associates Degree, and increase from six percent (6%) to eight percent (8%) for those employees possessing an Advanced POST Certificate or a Bachelor’s Degree.
In addition, other minor language changes are being made to clarify current practices and updating the Preamble to correct the employer-employee relations City Code section. The complete MOU for PPMA is included as Exhibit A, and reflects the changes, with new language underlined and old language shown with strikethroughs.
