RESOLUTION NO. 2023-236
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF TWO CONTINUUM OF CARE GRANT AWARDS FROM HUD TOTALING $3,131,970 WHEREAS, on May 20, 2009 Congress enacted the HEARTH Act into law, consolidating homeless assistance programs administered by the U.S. Department of Housing and Urban Development (HUD) under the McKinney-Vento Homeless Assistance Act into a single grant program called the Continuum of Care (CoC) Program; and, WHEREAS, the City of Pomona has been designated by the Los Angeles Homeless Services Authority (LAHSA), acting as the CoC lead agency for L.A. County, eligible to submit applications to HUD for CoC Program grant funds; and, WHEREAS, the City has been awarded CoC Program renewal grant funding from HUD to operate a Permanent Supportive Housing Program (PSH), with VOALA as subrecipient, for the current grant year term of January 1, 2024 to December 31, 2024; and, WHEREAS, the City has been awarded CoC Program renewal grant funding from HUD to operate the Operation Porchlight - Rapid Rehousing Program (OPL), with VOALA as subrecipient, for the current grant year term of January 1, 2024 to December 31, 2024.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. Authorize the acceptance of two grant awards from HUD, receiving a total of $3,131,970, which was approved as part of the City’s FY 2023-24 budget process.
First grant award is $2,129,641 (218-17XX-4XXXX-00000) to implement the City’s CoC PSH Program. Allocating $2,014,800 in program operation to 218-1791-5XXXX-00000 and $114,841 in administrative costs to 218-1702-5XXXX-00000.
Second grant award is $1,002,329 (136-17XX-4XXXX-00000) for the CoC OPL Program. Allocating $950,876 in program operation to 136-1791-5XXXX-00000 and $51,453 in administrative costs to 136-1702-5XXXX-00000.
The unspent balance will be carried over to the FY 2024-25 budget cycle.

SECTION 3. The City Clerk shall attest and certify to the passage and adoption of this resolution and it shall become effective immediately upon its approval.
