FISCAL IMPACT:
No fiscal impact at this time.
PREVIOUS RELATED ACTION:
On October 27, 2021, the Planning Commission adopted Resolution No. 21-033 (Attachment No. 2) approving Tentative Tract Map TRACTMAP 12535-2019, TM No. 83362 for a residential subdivision consisting of nine condominium units at 650 W. Grand Avenue, APN 8343-005-019. The Tentative Tract Map expiration date was October 27, 2023.
On October 25, 2023, the Planning Commission approved Time Extension EXT-22374-2023 and extended the Tentative Tract Map expiration date to October 27, 2024.
ENVIRONMENTAL IMPACT:
Pursuant to the Guidelines for Implementation of the Environmental Quality Act (CEQA), the proposed activity of land subdivision is covered by the common sense exemption (Sec. 15061 (b)(3)), in that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Therefore, no additional environmental review is required.
DISCUSSION:
The development application submitted by Yan Ling Wang with SLR Investment, LLC, landowner, for TRACTMAP 12535-2019, TM No. 83362, was approved by the Planning Commission to allow for the aerial subdivision of a nine-unit residential development constructed on the property addressed as 650 W. Grand Avenue, APN 8343-005-019. The approximate 0.77-acre site is located on the south side of Grand Avenue, between Rebecca Street and Park Avenue (Attachment Nos. 3 and 4). The project consists of eight detached, two-story residential units, one existing dwelling unit, common and private open space areas, guest parking, landscaping, and recreational amenities. The existing primary dwelling unit was constructed prior to 1945, triggering compliance with Historic Preservation standards in that it would be reconstructed per the requirements of the Code of Federal Regulations Title 36, Chapter 1, Part 68 (Secretary of Interior Standards Guidelines for Reconstruction of Historic Buildings), as the structure cannot pass any inspections as is or be safely restored without demolition of the original structure.
All common areas within the project boundaries will be owned and maintained by a homeowner’s association. Vehicular access to the project from a public street is provided by one 26-foot drive approach from Grand Avenue.
Approval of Tract Map TM No. 83362, and its subsequent recordation, will allow the landowner, SLR Investment, LLC (i) to meet the conditions of approval for Tentative Tract Map TRACTMAP 12535-2019 and (ii) to facilitate the completion of the proposed construction and the issuance of the Certificates of Occupancy for the development.
