SUBJECT: AUTHORIZE THE ACCEPTANCE OF $860,000 DOLLARS FROM THE BOARD OF STATE AND COMMUNITY CORRECTIONS (BSCC) FOR THE POMONA POLICE DEPARTMENT TO LEASE FLOCK CAMERAS AND SERVICES RELATED TO THE CAMERAS RECOMMENDATION:
It is recommended that the City Council take the following actions:
Adopt the following resolution:
RESOLUTION NO. 2023-239 – A RESOLUTION OF THE CITY OF POMONA, CALIFORNIA, ACCEPTING $860,000 FROM THE BOARD OF STATE AND COMMUNITY CORRECTIONS (BSCC) FOR THE POMONA POLICE DEPARTMENT AND AMENDING THE FY 2023-24 OPERATING BUDGET TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS BY $860,000 Authorize a sole-source lease of Flock cameras, and services related to the cameras, from Flock Safety in the amount not to exceed $860,000; and Authorize the City Manager, or designee, to execute any and all agreements on behalf of the City, subject to review and approval as to form by the City Attorney.
EXECUTIVE SUMMARY:
Acceptance of the recommended actions will accept funding from the Board of State and Community Corrections (BSCC) in the amount of $860,000. These funds will be used over four fiscal years to lease and install Flock automated license plate reader cameras, and services related to the cameras, expanding the existing Police Department technology infrastructure.
FISCAL IMPACT:
The fiscal impact is neutral due to an increase in revenue estimates of $860,000 (215-2090-40873- 58791) and a corresponding appropriation of $860,000 (215-2090-5XXXX-58791).
DISCUSSION:
In September of 2023, Assembly member Freddie Rodriguez notified the City that he was successful in securing State funding in the amount of $860,000 for the Pomona Police Department to lease and install Flock automated license plate reader cameras. Flock cameras are an essential tool to aid in solving crimes. These cameras will be placed in areas with a history of high crime related to human trafficking, gun violence and theft. Cities in Los Angeles and San Bernardino Counties have similar systems in place; aiding in investigations, deterrence and solving crimes.
In accordance with Senate Bill 104, Chapter 189, Statues of 2023, Control Section 19.563 (f) (21), which reflects legislative priorities related to public safety, the specified funds are to lease Flock cameras and services related to the cameras. This funding will allow the Pomona Police Department to expand its current camera network.
Per City Code 2-994 Sole and Single Source Procurement, City Council must approve any sole or single source purchase. The Purchasing Officer, Finance Director and City manager have reviewed the request for a sole source purchase based on equipment standardization and recommend the approval of the lease of the equipment and service agreement.
