SUBJECT: Approval of the Police Department’s Expenditure Plan for THE FY 2023-24 Supplemental Law Enforcement Services Account, and Amend the FY 2023-24 Operating BUDGETS BY increasing revenue estimates and appropriations by $400,000 RECOMMENDATION:
It is recommended that the City Council adopt the following actions:
Approve the following resolution (Attachment No. 1):
RESOLUTION NO. 2023-191– A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE Police Department’s Expenditure Plan for THE FY 2023-24 Supplemental Law Enforcement Services Account (SLESA), and Amend the FY 2023-24 Operating BUDGETS BY increasing revenue estimates and appropriations by $400,000 Approve the purchase of Police Department vehicles from National Auto Fleet Group in the estimated total amount of $240,000 utilizing Sourcewell Contract No. 091521-NAF.
EXECUTIVE SUMMARY:
Each fiscal year, the State of California allocates funds to counties and cities to be deposited into a Supplemental Law Enforcement Services Account (SLESA). The SLESA funds received may only be used to fund “front line” law enforcement enhancements. For FY 2023-24, the City is expected to receive approximately $400,000. The Police Department proposes to utilize these SLESA funds on four (4) separate projects: Part-Time Cold Case Investigator, Enhanced Police Vehicles, Specialty Weapons and SWAT equipment.
FISCAL IMPACT:
Fiscal impact is neutral due to an increase in grant revenues (281-2090-40873-58788) and corresponding appropriations (281-2090-5XXXX-58788) of $400,000.
PREVIOUS RELATED ACTION:
On January 9, 2023, the City Council approved the Police Department’s FY 2022-23 SLESA expenditure plan in the amount of $400,000.
DISCUSSION:
The Pomona Police Department continues to receive an annual allocation of SLESA funds, which is based on population and availability of supporting Vehicle Licensing Fee monies. Over the last decade, the Police Department has received funds from this program to purchase an array of advanced technology and equipment to dramatically improve operational capabilities and enhance citizen and officer safety while reducing crime and lowering law enforcement costs.
FY 2023-24 SLESA Expenditure Plan
Part-time Cold Case Investigator – ($40,000)
The Police Department’s Homicide Unit has identified a number of older (cold) cases that require a fresh review by an investigator. This part-time position will be a non-sworn investigator with extensive homicide investigation experience. The investigator will review cold cases and analyze them for additional follow-up. The investigator will also screen and consider cases for additional evidence processing with the latest in forensic technology, including advanced DNA analysis. This part-time position will continue to be funded as a temporary project until PD management has determined that all existing cold case files have been reviewed thoroughly.
Enhanced Police Vehicles-($240,000)
Utilizing the funds provided through the SLESA program, the Police Department intends to purchase and equip pursuit-rated vehicles and/or specialty vehicles for Police Department personnel, depending on the total amount of funding received. The pursuit-rated vehicles may be used for field operations, emergency response and/or special assignments, thereby providing a significant improvement to the operational capabilities of the Police Department. This approval will authorize the purchase of new/replacement Police vehicles for the Police Department from National Auto Fleet group of Watsonville, CA, utilizing Sourcewell Cooperative Contract #091521-NAF.
Purchase Replacement Service/ Specialty Weapons — ($100,000) Purchase Replacement Service/ Specialty Weapons for the Police Department as needed. These weapon types include, but are not limited to, handguns, shotguns, and patrol rifles. This purchase will be made to replace older, unserviceable, or unrepairable equipment.
SWAT Equipment- ($20,000)
The Police Department currently utilizes Unmanned Aerial Vehicles (UAV) or drones to assist in reconnaissance to enhance public and officer safety. The use of the drone allows for real-time information to be relayed to law enforcement personnel, which provides invaluable information to include the identification of potential threats. The drone has a live visual feed that includes infrared and night vision for operating in darkness. The police department’s current indoor operating drone has become damaged and disabled. The current drone is unreliable, and repair costs/serviceability are no longer viable or part of a financially responsible solution. This project will utilize SLSEA funds to purchase a new drone, controllers, and serviceability program to ensure this valuable resource is available to serve the community.
