PREVIOUS RELATED ACTIONS:

On May 16, 2022, the City Council approved the sole source professional services agreement with Eagle Aerial for the WaterView Software in the amount of $218,400, to be paid over a five year period.

DISCUSSION:

In recent years, state water conservation requirements have undergone significant changes, prompting the need for comprehensive strategies to ensure compliance with emerging regulations. Designed in respond to legislative requirements within SB606 and AB1668, is the CII Pathway to Compliance, championed by DWR. The initial professional service agreement was established as a sole source, and the current expansion pertains to an extension of the existing service we are presently utilizing.

Currently, the Department utilizes the WaterView software that assist in understanding water use patterns for customers, and to provide customers with a statistical information as to their use and the use of the surrounding neighborhoods. The addition of the Pathway to Compliance module utilizes standards for water use within a CII customer’s property. This, coupled with aerial photography, allows for an analysis of a CII parcel to understand water consumption as it relates to property use, thereby allowing staff to identify excessive water use.

By amending the Eagle Aerial Solutions agreement (Attachment No. 1), staff will have access to the aerial photography of CII properties, allowing the analysis to be conducted.
