Subject: The cat limit
CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or on clicking links from unknown senders.
Hello, my name is David Diaz, and I am a citizen of the City of Pomona, since I was a kid, I have always adored cats, whether it's putting cat stickers on my water bottle all the way up or adopting them, and | have 4 wonderful cats. But it has always been brought to my attention that our cat limit is 4, it is a grand problem because not enough cats are given homes, and due to this, we end up with situations such as a mother explaining to their children why a kitten, due to the limit, is denied a home, this happened to me as a child on multiple occasions. I understand you and whoever makes the rules believe that a family cannot handle another cat, but it is unfair to the families, who are ready for another family member of their precious family life, to be denied of an animal, and to a cat, or any animal, to be denied of a good home because the lower percentage of the population is not ready.
This is very inconvenient. I have a cat, Blanca, and she is too tired and old to play with my other cat, so she is becoming depressed, my mom decided to go to our local shelter, but to our surprise, we had "too many cats" , which is super unfair!!!!!!!!!!!!!.
If you're wondering "What is this kid going with this" Well mayor, my point for all this is to raise the limit of cat adoption from four to five, and the dog limit from three to four. Doing this will lower stray cat/dog populations, SO TAKE A STAND, AND HELP OUR ANIMAL FRIENDS FIND HOMES! IMPORTANT: This email was sent from a student within the Pomona Unified School District. • Hi Rosalia,
•...
Please accept my comment for this item:
I strenuously object to the council appointing anybody to the City Manager position without having conducted a thorough search and recruitment for the position. I urge the council to contract with a professional search firm to obtain candidates for the role and l also urge the council to allow residents to participate in the interview process of the final candidates.
• •
The search should seek to find a candidate with several years of City Manager experience and a person with a successful track record of economic development with a city of similar or comparable size as Pomona.
The candidates should have extensive experlence managing people and processes and have experience setting goals for subordinates and have a track record of accomplishing work objectives and goals set by a board/councit.
I urge the council to adopt a transparent process for selecting the new City Manager and resist the urge to take the easy route by appointing a person that does the meet the qualifications stated above.

Dear Pomona Mayor and City Council,
My apologies since this is the second and even third attempt for me to send the material to the Mayor and City Council Members. Some of you received the first submission but most did not. I sent the original email using the addresses posted on the first page listing Pomona's Mayor and City Council members but most of this information was not valid.
The correct emails were obtained by clicking on the statements titled "Read more about.." after each individual. Here is the original transcript in full.
.:
I sent co to the following individuals whose emails were delivered correctly:
co Jason Moss, Executive Director of the Jewish Federation of the San Gabriel & Pomona Valleys Jonathan Kupetz, Rabbi of Temple Beth Israel
Gary Gilbert, President of Temple Beth Israel
Paul Buch, Cantor of Temple Beth Israel
Barry Weisband, Administrator of Temple Beth Israel
(Please distribute to Rabbi Peter Levy, of the Orange County Anti-Defamation League. Thank you) Yours truly, Jerry Fenning, CEO of Artigraph Time LLC
The original email follows:
1 Dear Pomona Mayor and City Council Members,
I am a long-term member of Temple Beth Israel, a Jewish temple in Pomona, as well as a resident of Upland, California. I have completed private research on the wars extending from North Africa, the Middle East, and Russia/Ukraine.
Please review the data-based artwork titled: "Israel's Warring Neighbors & Russia, 2011-2023" and the accompanying essay. Refer to the first two attachments.
Another data-based artwork titled: "Oil & Dictators", is also relevant to the proposed resolution.
Refer to the third attachment.
There is a more extensive set of products and documents on the website of Artigraph Time LLC There were many wars during the recent period covering 2011-2023 and some are still in process with no end in sight. An astounding estimate derived from public sources indicated that 1.7 MILLION to 1.8 MILLION casualties occurred and according to the researchers, this figure is an underestimate.
Israel was NOT a cause of any of these conflicts.
If the Pomona City Council passes a resolution ONLY regarding a war that Hamas started and Israel is defending itself and does NOT mention any of the other aggressors during the past twelve years, then you will be making an Anti-Semitic decision. Very much so in my judgment.
Pomona City Council would be giving all the aggressors a "no call" to their conflicts which produced almost two million casualties. Pomona City Council would be dishonoring these two million people by ignoring their suffering.
Pomona City Council must amend its resolution and see the recommendations below. The City Council can make these edits on Monday or defer to a later meeting to digest this new information.

POMONA CITY COUNCIL RESOLUTION CALLING FOR A CEASEFIRE AND IMMEDIATE PEACEFUL
RESOLUTION TO THE MANY ONGOING CONFLICTS AND HUMANITARIAN CRISES IMPACTING GAZA, ISRAEL, NORTH AFRICA, THE MIDDLE EAST, AND RUSSIA/UKRAINE.
WHERE AS, the Pomona City Council recognizes the broader context of wars stretching from North Africa, the Middle East, and to Russia/Ukraine from 2011 to 2023 as recently portrayed in the artwork tilted "Israel's Warring Neighbors and Russia, 2011-2023. City Council is compelled to condemn the aggressors in these wars whick created an estimated 1.7 million to 1.8 million casualties and still counting.
WHERE AS, the City Council seeks to avoid only singling out the Hamas and Israeli war because this type of selective action may constitute Anti-Semitic behavior on our part. Therefore, the other warring neighbors, who have been much more destructive given such a horrendous number of casualties, must not be ignored, or given a "free pass".
2 WHERE AS, the enormous number of casualties over these twelve years indicated that the participating societies either promoted war or tolerated such activities as a "way of life". This behavior must change to bring stability and peace to the region. The City Council is compelled to honor the almost two million people who have suffered during the past twelve years.
WHERE AS, Israel was NOT a participant in these wars and was NOT responsible for them.
WHERE AS it is recognized that a significant amount of funding for these wars originated from oil and natural gas sales. At least half of the world's crude oil is from countries run by dictators and thus the petrodollars financially support their domestic and foreign policies. Refer to the artwork titled "Oil and Dictators".
Section () The City Council denounces the very complex set of countries and terrorist organizations who have instigated war between 2011-2023, and at times, funded proxy armies to do their fighting for them. Aggressors include but are not limited to Libyan forces; Saudi Arabia and Yemen; Iraq; Iran and their proxy armies such as Hezbollah, the Houthis, and Hamas; Syria; Russia; Wagner mercenaries; Turkey; ISIS; and Al Qaeda. Countries that have detended themselves or responded to the initial aggression include but are not limited to Ukraine; European Union countries, United Nations, and the United States. cc Jason Moss, Executive Director of the Jewish Federation of the San Gabriel & Pomona Valleys Jonathan Kupetz, Rabbi of Temple Beth Israel

Non-Acceptance of Israel and
An Arc of War extending from North Africa, the Middle East, and to Russia MIDDLE EASTERN AND EUROPEAN REGIONAL WARS:
The following analysis concentrates on the regional environment that surrounds Israel, Gaza, and the West Bank. It takes the position that a two-state solution is the only long- lasting outcome that can resolve their conflict. Necessary and obvious conditions are described before such an event will happen.
Peace is the major factor and not Time for deciding when to establish a Palestinian State.
An Arc of War permeates across North Africa, the Middle East, and to Russia because governments and their people are unable to live peaceably either within their own societies or between countries.
These warring participants possess the responsibility for their actions and will be the primary owners in stopping the bloodshed. Yes, the world can intervene; however, the values and way of life must change internally for this region.
Israel was not a causative factor in these conflicts. Any attempt to "blame" Israel for these wars is an act of Anti-Semitism.
Given the dearth of peace in the region, any new frail country for the Palestinian people will be confronted by enemies and terrorists lurking in ail directions. It is highly probable that the new Palestinian state would be overwhelmed to create more destructive platform to extinguish Israel. This same scenario is what transpired in Gaza when Hamas overthrew the governing coalition with the Palestinian Authority after two years and then built a war machine.
Israel will never allow a violent Palestinian country as its neighbor if war continues to erupt elsewhere in the region. In addition, the world would not benefit from another war-generating country in the Middle East.
Russia is inoluded in this discussion of warring states because it has participated in military aggression in the Middle East region and has been invading countries along its border.
EVIDENCE OF ONGOING WARFARE AND INABILTY TO LIVE PEACEABLY:
The following long-term military conflicts demonstrate that war has become an accepted or at least tolerable way of life, even though horrendous numbers of casualties and societal

upneaval have materialized. In addition, millions of escaping refugees have disrupted their host nations, resulting in immigration becoming a volatile political problem.
An Arc of Warfare during 2011 to 2023 stretched from North Africa, to the Middle East and to Russia/Ukraine which resulted in an estimated 1.7 million to 1.8 million casualties. This horritic sacrifice in individuals was certainly a low figure due to many victims dying in inaccessible locations, governments misstating casualties of their own people vs. the enemy, and many times the combatants purposely hiding the number of victims (e.g. secre nass graves). Some of these wars are still in process with no end in sight The following table summarizes the estimated casualties per country Israel's Warring Neighbors

people have lived on the land continuously for more than 3,000 years. The majority of Israeli's current population originated from the Middle East and North Africa.
The implementation of the two-state solution under the current war-time conditions would be a platform of destruction rather than peace given the surrounding warring parties. The clarion call that a Palestinian state must be constructed using the slogan, "River to the Sea, Palestine Will be Free", , means the elimination of Israel from the Jordan River to the Mediterranean Sea, and not a call for a peaceful independence. There are more than 1.7 million casualties indicating the extent of warfare in this region.
The Holocaust in Europe during the 20'h century would then be followed up with one in the Middle East during the 21s' century. There is a continuity of hate and "purity" based on religious, racial, ethnic, and political agendas between the Christian majority in Europe and the Muslim majority in Middle East towards the Jews and Israelis. Only North America would be left with a large Jewish population possessing equal rights in their countries.
WHAT SHOULD BE DONE?
All countries in the Middle East, North Africa, and Russia must accept their responsibilities in becoming more stable and peaceful.
The above-mentioned wars need to be resolved by the participants with more effective world pressure.
Hamas and other terrorist organizations must be ruined as military forces similar to what was accomplished with ISIS.
The world including the Middle East must guarantee Israel's existence.
Israel'must be able to defend themselves and at the same time develop a more democratic state with civil rights for everyone.
Israel must improve economic, educational, and housing standards for everyone including their Muslim population.
Israel must not expand and may need to contract certain settlements in the West Bank.
Israel and the Palestinians must agree on the foundation of a new country and detail of its existence after greater peace develops in the region.
ON A SIDE NOTE: What has been the primary funding source for all of these wars? The Middle East, North Africa, and Russia have experienced one of the greatest transfers in wealth in human history by receiving income from their oil and natural gas resources. What ind of paradise has blossomed from these petrodollars and natural gas dollars? How has he funding from the energy sector benefited the average citizen and contributed to stable

"The total number of Ukrainian and Russian troops killed or wounded since the war in Ukraine began 18 months ago is nearing 500,000, U.S. officials said, a staggering toll as Russia assaults its next-door neighbor and tries to seize more territory.
Russia's military casualties, the officials said, are approaching 300,000. The number includes as many as 120,000 deaths and 170,000 to 180,000 injured troops.
The Russian numbers dwarf the Ukrainian figures, which the officials put at close to 70,000 killed and 100,000 to 120,000 wounded. Reporting from Washington and London The following references indicate the rapid historical progress of casualties in the Russo Ukraine War:

"Russia's war in Ukraine has left more than 100,000 of Moscow's troops dead or wounded, and Ukraine has probably suffered a similar number of casualties, the United States' most senior general said this week.
You're looking at well over 100,000 Russian soldiers killed and wounded," Gen. Mark Milley, the chairman of the Joint Chiefs of Staff, said in remarks at the Economic Club of New York on Wednesday. "Same thing probably on the Ukrainian side." The new, higher count means that, in just nine months, Russia's casualties have surpassed those of America's 20-year engagement in Afghanistan.
General Milley said that Russia's invasion had also killed about 40,000 Ukrainian civilians and displaced 15 million to 30 million. That's "a lot of human suffering," he said.
Subsequently, leaked US intelligence documents cited the Russian FSB (Federal Security Service of the Russian Federation) stated that Russian forces suffered 110,000 casualties by 28 February 2023."
