CITY OF POMONA

COUNCIL REPORT
February 5, 2024
To: Honorable Mayor and Members of the City Council
From: Anita Gutierrez, Acting City Manager
Submitted By: Mark Gluba, Assistant City Manager
SUBJECT: ADOPTION OF A RESOLUTION RECEIVING A GRANT AWARD OF $300,000 FROM THE CALIFORNIA NATURAL RESOURCES AGENCY AND AMENDING THE FY 2023-24 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATING $300,000 IN AWARDED GRANT FUNDS RECOMMENDATION:

It is recommended that the City Council take the following actions:

Adopt the following resolution:

RESOLUTION NO. 2024-01 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA RECEIVING A GRANT AWARD OF $300,000 FROM CALIFORNIA NATURAL RESOURCES AGENCY AND AMENDING THE FY 2023-24 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATING THE $300,000 IN AWARDED GRANT FUNDS; Authorize the City Manager, or designee, to execute all documents related with this action, with approval of the City Attorney as to form.

EXECUTIVE SUMMARY:

This action will provide Community Services the financial support to acquire two clean-energy, 18-passenger buses to transport approximately 4,000 youth on trips to natural and cultural resources for ‘Let’s MOVE Pomona!’ for a grant period of three years. Approval of Resolution 2024-01 will authorize an increase in revenue and appropriation (amendment of the FY 2023-24 Operating Budget) of the $300,000 grant funds.

FISCAL IMPACT:

Adoption of Resolution 2024-01 (Attachment 1) will amend the FY 2023-24 Operating Budget by increasing revenue estimates and appropriating $300,000 in grant funds (Fund 215-4190-40873/66182-58792) from the California Natural Resources Agency to administer Let’s MOVE Pomona!. There is no grant match.

On July 29, 2022, staff submitted a grant application to acquire two clean-energy buses. Since, the cost of vehicle purchases has significantly risen. Staff is researching the cost of clean-energy buses and is projecting that additional funds may be required for vehicle acquisition. If the grant funds are not sufficient for the entire vehicle purchase amount, Youth Commitment funds are available in FY 2023-24 Operating Budget account 101-4191-66182-00000. Staff will request Council approval of vehicles once competitively bid. The estimated cost of vehicle operation and maintenance annually is $6,000. Funds are available in FY 2023-24 Operating Budget account 101-4110-52420-0000 and will be budgeted in future appropriations.

DISCUSSION:

On November 8, 2016, California voters passed the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64), which legalized the recreational sale and use of cannabis, to people over the age of 21, and levied new excise taxes on the cultivation and retail sale of all state-regulated cannabis. Funds appropriated to the California Natural Resources Agency (the State) are for competitive grants to support youth access to natural or cultural resources with a focus on low-income and disadvantaged communities. The Youth Community Access Grant Program is a competitive program that awards projects to communities affected by past federal and state drug policies, as well as other underserved communities.

On November 29, 2023 the City was notified that Let’s MOVE Pomona! was awarded grant funding through the Youth Community Access Grant Program in the amount of $300,000. ‘Let’s MOVE Pomona!’ was developed to acquire two clean-energy, 18-passenger buses with American with Disabilities Act (ADA) accessibility to support existing City recreational programs and provide approximately 4,000 youth access to natural and cultural resources, create pathways to college and career success, and build capacity to improve youth wellbeing over a grant performance period of three years. The acquisition of two 18-passenger buses to support City recreational programs will make a significant and positive impact to Pomona’s youth in a valuable and meaningful way for years to come.
