CITY OF POMONA

COUNCIL REPORT
February 5, 2024
To: Honorable Mayor and Members of the City Council
From: Anita Gutierrez, Acting City Manager
Submitted By: Mark Gluba, Assistant City Manager
SUBJECT: ADOPT A RESOLUTION AUTHORIZING THE CITY OF POMONA TO SUBMIT A GRANT APPLICATION THROUGH THE SKATEPARK PROJECT FOR MARTIN LUTHER KING, JR PARK – SKATE PARK RECOMMENDATION:

It is recommended that the City Council take the following actions:
1) Adopt the following resolution:

RESOLUTION NO. 2024-15 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE SUBMITAL OF APPLICATION FOR GRANT FUNDS THROUGH THE SKATEPARK PROJECT FOR CAPITAL IMPROVEMENT PROGRAM MARTIN LUTHER KING, JR PARK – SKATE PARK EXPANSION/LIGHTS PROJECT 2) Authorize the City Manager, or designee, to execute all documents related with this action, with approval of the City Attorney as to form.

EXECUTIVE SUMMARY:

Adoption of the Resolution (Attachment No. 1) will allow staff to apply for grant funds for $15,000 through The Skatepark Project for a Capital Improvement Program (CIP) Project, Martin Luther King, Jr. Park Skate Park Expansion/Lights.

FISCAL IMPACT:

There is no fiscal impact with action, as this is only an authorization to apply for funding. If the City is awarded this grant, funding will be brought into the FY 2023-24 Operating Budget through Council resolution.

DISCUSSION:

The primary mission of The Skatepark Project is to help underserved communities create safe and inclusive public skateparks for youth. The Skatepark Project offers grants ranging from $1,000 to $300,000 and funds many types of public concrete skatepark projects. Letters of Inquiry are accepted on a rolling basis and award announcements are made on a quarterly basis.

Staff reviewed the grant guidelines, eligibility, and criteria and determined that the City would be eligible to apply. Staff considered the City’s two skate parks, and concluded that Martin Luther King, Jr. Park has the most competitive data in comparison to Palomares Park Skate Park, situated in north Pomona. In addition, staff selected Martin Luther King, Jr. Park as the proposed skate park based on its central location in the City and that there is an existing Capital Improvement Program (CIP) project, the Martin Luther King, Jr. Park – Skate Park Expansion / Lights Project (Project). The CIP Project will provide for the expansion and renovation of the skate park located in District 2 with additional ramps, rails, and other skateboard amenities, including the removal of the existing restroom structure to provide additional area for expansion. If awarded, grant funds would go toward additional skateboard amenities and features.

All Wheels Pomona will compose a letter of inquiry, in collaboration with staff. Approval of this action will allow staff to submit a grant application through The Skatepark Project. Award announcements will be made in late spring 2024.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals and Priority 4: Safe and Clean Community – Goal M: Improve safety and cleanliness at parks and public spaces.
