RESOLUTION NO. 2024-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2023-24 CAPITAL IMPROVEMENT PROGRAM (CIP) Budget by unappropriating $434,000 of CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY American rescue plan funding from “New PLayground at washington park baseball fields,” project no. 428-2590-xxxxx-71094, “Country Crossing park playground resurfacing and play equipment,” project no. 428-2590-xxxxx-71089, and “district 4 – jaycee park playground upgrade,” project no. 428-2590-xxxxx-71090; FUNDING A PREVIOUSLY UNFUNDED PROJECT “martin luther king, Jr. PARK Playground EQUIPMENT REPLACEMENT,” Project no. 428-2590-xxxxx-71099 and CREATING A NEW PROJECT, “district 6 – ted greene PARK playground upgrade,” project no. 428-2590-xxxxx-71098; and unappropriating $1,823,000 of lOS ANGELES COUNTY REGIONAL PARKS AND OPEN SPACE DISTRICT measure a annual allocation funding from “measure a PARK improvements – citywide,” project no. 428-2590-xxxxx-71080, and appropriating $1,823,000 OF THIS funding to the five PARK playground projects WHEREAS, the City desires to add or replace five playgrounds at Martin Luther King, Jr. Park, Ted Greene Park, Washington Park, Jaycee Park, and Country Crossings Park; and WHEREAS, the City Council desires to replace the existing American Rescue Plan (ARP) funding in three existing park playground projects (“New Playground at Washington Park Baseball Fields,” Project No. 428-2590-XXXXX-71094, “Country Crossing Park Playground Resurfacing and Play Equipment,” Project No. 428-2590-XXXXX-71089, and “District 4 – Jaycee Park Playground Upgrade,” 428-2590-XXXXX-71090) with Measure A annual allocation funding; and WHEREAS, the City Council desires to fund a previously unfunded project, “Martin Luther King, Jr. Park Playground Equipment Replacement,” Project No. 428-2590-XXXXX-71099 and create a new park, “District 6 – Ted Greene Park Playground Upgrade,” 428-2590-XXXXX-71098 utilizing Los Angeles County Regional Park and Open Space District Measure A annual allocation funding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. That the City Council amends the FY 2023-24 CIP Budget by releasing/unappropriating $100,000 of unexpended of ARP Funding from “New Playground at Washington Park Baseball Fields,” Project No. 428-2590-XXXXX-71094 (191-0203-89987-71094 D3 $50K-CR; 191-0207-89987-71094 Mayoral $50K-CR; 428-2590-80881-71094 DR; 428-2590-66196-71094-CR).
SECTION 2. That the City Council amends the FY 2023-24 CIP Budget by releasing/unappropriating $134,000 of unexpended of D5 ARP Funding from “Country Crossing Park Playground Resurfacing and Play Equipment,” Project No. 428-2590-XXXXX-71089 (191-0205-89987-71089-CR; 428-2590-80881-71089 DR; 428-2590-66196-71089-CR).
SECTION 3. That the City Council amends the FY 2023-24 CIP Budget by releasing/unappropriating $200,000 of unexpended D4 ARP Funding from “District 4 – Jaycee Park Playground Upgrade,” Project No. 428-2590-XXXXX-71090 (191-0204-89987-71090-CR; 428-2590-80881-71090 DR; 428-2590-66196-71090-CR).
SECTION 4. That the City Council amends the FY 2023-24 CIP Budget by funding a previously unfunded project, “Martin Luther King, Jr. Park Playground Equipment Replacement,” Project No. 428-2590-XXXXX-71099 as indicated in Section 6.
SECTION 5. That the City Council amends the FY 2023-24 CIP Budget by creating a new project, “District 6 – Ted Greene Park Playground Upgrade,” Project No. 428-2590-XXXXX-71098.
SECTION 6. That the City Council amends the FY 2023-24 CIP Budget by unappropriating $1,823,000 of Los Angeles County Regional Park and Open Space District Measure A Annual Allocation funding (Measure A) from “Measure A Park Improvements – Citywide” Project No. 428-2590-XXXXX-71080,” (428-2590-40906-71080 – DR; 428-2590-66196-71080 - CR) and reappropriating this funding as follows:

SECTION 7. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
