RESOLUTION NO. 2024-12 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE CONSOLIDATED PLAN, THE FISCAL YEAR (FY) 2023-24 ANNUAL ACTION PLAN AND THE FY 2023-24 CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR THE HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), CDBG CORONA VIRUS (CDBG-CV), LEAD HAZARD REDUCTION AND HEALTHY HOMES SUPPLEMENT (LHRHH), HEALTHY HOMES PRODUCTION GRANT (HHPG), EMERGENCY SOLUTIONS GRANT (ESG), LEAD FREE HOMES LA, PERMANENT LOCAL HOUSING ALLOCATION (PLHA), CALHOME AND CALHOME RE-USE PROGRAM FUNDS EXECUTIVE SUMMARY:

Annually, the Housing Services Division administers and implements over 15 different grants, totaling over $30 million in program funds. As FY 2022-23 came to a close, staff identified unexpended funds budgeted for various activities in FY 2022-23 that must be appropriated in FY 2023-24 for expenditure authority. These funds come from projects that were either underway at the time the fiscal year changed and need to be brought forward to complete the projects, or programs that had funding that were not fully expended during the previous fiscal year. In addition, program income was generated from housing loan repayments that must also be appropriated in FY 23-24. This report requests fund balances and program income be appropriated in the FY 2023-24 City Operating Budget.

FISCAL IMPACT: The adoption of Resolution No. 2024-12 (Attachment No. 1) will amend the FY 2023-24 Operating Budget by increasing revenue estimates by $5,717,089 and appropriations by $6,272,151.

PREVIOUS RELATED ACTION: On June 5, 2023, the City Council adopted the FY 2023-24 City Operating Budget. On August 21, 2023, the City Council amended the FY 2023-24 City Operating Budget to increase revenue estimates and appropriations for CDBG, CDBG-CV, ESG-CV and PLHA funds.

PUBLIC NOTICING REQUIREMENTS: A combined Notice of Public Hearing and 30-Day Comment Period for the Amendment of the Consolidated Plan, the FY 2023-24 Annual Action Plan and the City Operating Budget was published on January 26, 2024 in the Inland Valley Daily Bulletin (Attachment No. 2).

DISCUSSION:

The City of Pomona currently receives Home Investment Partnerships (HOME) Program, Community Development Block Grant (CDBG), CDBG Corona Virus (CDBG-CV), Lead Hazard Reduction and Healthy Homes Supplement Grant (LHRHH), Healthy Homes Production Grant (HHPG), Emergency Solutions Grant (ESG), Permanent Local Housing Allocation (PLHA), CALHOME and Lead Free Homes LA Program (LFHLA) funds from different agencies as follows: Department of Housing and Urban Development, California Department of Housing and County of Los Angeles.

At the close of FY 2022-23, various funding sources had unexpended fund balances, including HOME, CDBG, CDBG-CV, LHRHH, LHPG, ESG, PLHA, CALHOME and LFHLA funds. Also, HOME and CALHOME program income funds are available from payoff of housing loans under said programs. These funds need to be appropriated in FY 2023-24 for expenditure authority. Unexpended funds and program income will be used for projects and activities that are eligible under each fund source and currently administered by the City.

COUNCIL PRIORITIES & GOALS: This supports the FY 2021-22 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
