DISCUSSION:
In November 2016, 74.9% of Los Angeles County voters approved the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure (Measure A), authorizing dedicated local funding for new park, recreation, and open space projects and their maintenance through an annual special tax of 1.5 cents per square foot of building floor area on all taxable real property in the County. Measure A is expected to generate approximately $500,000 for the City of Pomona (City) per year from the annual parcel tax.
Since 2018, the City has received $3,017,904 in annual allocations and has utilized $250,000 for the preparation of the City’s Parks and Facilities Master Plan, $650,000 to fund the new playground and restrooms at the recently completed Hamilton Park project, and $43,000 to replace the lawn bowling shade structures at Palomares Park.
It should be noted that Measure A annual allocations can only be used to fund new park development and improvements, or for the preparation of design plans, and cannot be used for maintenance/repairs. However, the City receives a separate, smaller annual allocation through Measure A for maintenance. These smaller “maintenance” funds from Measure A can only be used on previous Measure A-funded projects (e.g., the maintenance of a new bathroom where construction was funded with Measure A). Further, each project is subject to an application process that can be approved or denied by the RPOSD.
The City recently received approval from the RPOSD to use Measure A funding in the amount of $1,823,000 for the five park playground projects at Ted Greene Park, Country Crossings Park, Martin Luther King Jr. Park, and Jaycee Park. The Measure A funds will replace the existing playgrounds and surfacing with new all-abilities playground equipment and new rubberized surfacing. The Project at Washington Park will specifically provide a new playground close to the existing baseball fields to provide a space for children to play nearer their families while attending baseball games.
