Staff is working with Three Valleys Municipal Water District and Metropolitan Water District (MWD) of Southern California to secure up to $50,000 of grant funding for the fountains installations. The grant is “reimbursable” meaning that the City would need to complete the work by June 30, 2024. Additionally, staff is working to receive funding from the Beverage Container Recycling Program through the State. Upon securing grant funding, staff will return to Council to accept and appropriate the funds.

PREVIOUS RELATED ACTION:

On September 20, 2021, City Council approved the adoption of Resolution No. 2021-114 creating and partially funding the “Hydration Stations Upgrades,” Project No. 528-2590-XXXXX-71073, and appropriating $57,425 of Water Fund reserves. On June 6, 2022, City Council approved the award of phase 2 and adoption of Resolution No. 2022-40 amending the FY 2021-22 Capital Improvement Program (CIP) budget and appropriated $200,000 of Water Fund Reserves for the project. On June 5, 2023 City Council approved Resolution No. 2023-98 adopting the FY 2022-23 Capital Improvement Program (CIP) budget and appropriated $245,000 of Water Fund Reserves for the project.

ENVIRONMENTAL IMPACT:

The proposed work is categorically exempt from CEQA pursuant to Section 15301 and needing no further environmental review as the project involves only minor alterations of existing facilities with no expansion capacity from its current use.

DISCUSSION:

In an effort to upgrade non-functioning drinking fountains and to bring existing drinking fountains to Americans with Disabilities Act (ADA) standards, staff bid a project for the replacement and relocation of a total of 12 drinking fountains. Parks receiving this phase of improvements include Ganesha Park, Ralph Welch Park, Washington Park, Jaycee Park, Cesar Chavez Park, and Willie White Park. Of these, 10 will be replacements, with the other 2 being relocations.

Concurrently, staff is working to complete the installation and replacement of twelve drinking fountains at 10 other parks in phase 1 and 2 of the drinking fountain replacements. Phase 1 is currently underway and is anticipated to be completed this fiscal year. In the attached location map (Attachment No. 2) both projects, phase 1 and phase 2 (the subject of this report) are presented.

On December 20, 2023, a request for proposal for “Hydration Stations Upgrades- Various Sites” was issued on the City’s electronic bidding platform Planet Bids. The solicitation notified 734 potential vendors, of which 27 prospective bidders downloaded the RFP, resulting in the City receiving 4 bids. After review, Oppenheimer National met the minimum qualifications and was evaluated based on their pricing proposal and submitted references. The lowest responsive and responsible bid for the total base and additive alternate bid work in the amount of $198,248 was submitted by Oppenheimer National. “Hydration Stations Upgrades,” Project No. 528-2590-XXXXX-71073 Subtotal Base Bid
