DISCUSSION:
The Local Immigrant Integration and Inclusion Grant (LIIIG) is an initiative by the Governor’s Office of Business and Economic Development (GO-Biz) to provide $8.2 million in one-time funding to support the development or expansion of immigrant integration efforts, increase community trust, and enhance the organizational capacity of local governments to support immigrant populations in California.
The LIIG program will commence with a comprehensive analysis of existing city-funded programs, policies, specifically aiming to identify opportunities for expanding services tailored to meet the needs of immigrant residents. A policy evaluation will be conducted to assess the effectiveness and relevance of current policies. The City will develop a Task Force using a structured and collaborative approach, starting with a landscape analysis of city-wide immigrant services. This analysis, including an asset map, will provide a comprehensive overview, identifying support networks, resources, gaps, and areas for improvement. The City will initiate an Immigrant Services Navigation Pilot Program (ISNP) with the primary goal of assessing residents’ eligibility for services and provide recommendations to connect them to qualified local providers.
The City will hire a full-time Immigration Research Coordinator for FY 2023-24 and FY 2024-25. The proposed Immigration Research Coordinator will perform a range of tasks including program analysis and asset mapping, developing an action plan and resource guide, developing program and policy recommendations, engaging in community outreach efforts, collaborating with local organizations providing immigrant services, developing the Immigrant Services Navigation Pilot Program (ISNP) and conducting program evaluation. The Housing Stabilization Manager will support the program by serving as a mentor and overseeing the community engagement process and implementation plan.
The term of the Contractual Agreement between the City of Pomona and IATU shall be from October 1, 2023 through November 30, 2025. Additional time is provided for the Grant Agreement Term, but not the performance period to amend or closeout agreements.
