CITY OF POMONA
COUNCIL REPORT
March 18, 2024
To: Honorable Mayor and Members of the City Council
From: Anita D. Gutierrez, City Manager
Submitted By: Kirk Pelser, Economic Development Director SUBJECT: APPROVAL TO RELEASE THE REQUEST FOR PROPOSALS FOR
BRIDGING ARCHITECTURAL DESIGN SERVICES FOR
DOWNTOWN PARKING STRUCTURE
______________________________________________________________________________ RECOMMENDATION:
It is recommended that the City Council approve the release of the attached Request for Proposal No. 2024-14.
EXECUTIVE SUMMARY:
The City has identified Vehicle Parking District Lot 10 as the location to invest capital improvement funds to construct a multi-level municipal parking structure. The project will utilize a Design-Build project delivery method. The first step in moving forward is to issue a Request for Proposals (RFP) (Attachment No. 1) for the initial “schematic’ level design of the structure. The technical term for the work product being sought is “bridging architectural design services.” The product will result in approximately 35% of the design being developed, which will determine the approximate size and number of spaces that can be achieved at the site within the City’s established project budget of $13,200,000.
SB1439/GOVERNMENT CODE §84308 APPLICABILITY:

FISCAL IMPACT:
There is no cost related to issuance of the proposed RFP.
PREVIOUS RELATED ACTION:
In 2017, the City allocated the final amounts to CIP Project No. 441-6725-xxxxx-73368 for the purpose of constructing a public parking structure on Vehicle Parking District Lot 10, which now has a balance of $13,830,849. In 2017, the City entered into a development agreement with Maya Cinemas. It contemplated Maya building a multiplex cinema on VPD Lots 6 & 7 and for Maya to build the Lot 10 City parking structure concurrently with their project. Maya would have used the City funds to build the parking structure. That development agreement was terminated in June of 2021 and the City elected to move forward with the parking structure project independently.
DISCUSSION:
Overview of Services to be Provided under the RFP
The purpose of this Request for Proposals is to select an Architectural/Engineering team (“Consultant Team”) to provide bridging architectural design services for the new Lot 10 Parking Structure. In collaboration with the City of Pomona and the Program Management Firm (Cumming Group) currently under contract, the selected Consultant Team shall develop a design criteria for the project and prepare a design package consisting of 35% of the design documentation for the entire project as necessary to obtain Design/Build Proposals through a public agency procurement process. The design criteria package acts as “Bridging” Documents between the initial project concept and the design-build phase. The Consultant’s Team shall support the City and Program Management Firm through the procurement phase and provide review of the Design/Builder’s design documents for conformance with the City’s program as expressed in the Bridging Documents.
The overall budgeted cost for the construction project, including all preliminary due diligence, design, plan check, permitting, inspection, and related soft costs that may not be listed, is $13,200,000.00 (“Proposal Price”).
The Project will serve the surrounding downtown commercial area with a variety of existing and soon-to-be-developed uses, such as entertainment, retail, restaurants, art galleries, and general commercial uses typical of a pedestrian-friendly downtown environment.
Prospective Consultant Teams submitting a proposal must demonstrate, through experience and qualifications, their knowledge and capacity for implementing urban design elements into the project's practical functionality and visual aspects.
The Consultant Team shall assist the City and Program Manager with the following phases:
BASIC SCOPE OF SERVICES
Phase 1: Project Initiation
Phase 2: Program Development
Phase 3: Conceptual/Schematic Design
Phase 4: Bridging Documents / Performance Specifications Phase 5: Design/Build Team Selection RFP Process
Phase 6: Construction Documents Review/Design Intent Review Phase 7: Design/Build Construction Administration
Alternative Design Option for Ground Floor Office/Retail Space Proposals shall also include an alternate (“Alternate 1”) for providing office and retail space on the ground level of the structure in lieu of parking stalls located along the Southern portion of the structure from Main Street to Shawn Diamond Plaza. Such an alternative proposal shall identify the total number of parking spaces reduced, if any, from the desired 550+ spaces in the primary design.
Bridging/Schematic Design (Alternate 1) Criteria
Commercial / Retail Space (maximum of 4,000 sf)
Note: First-level Commercial/ retail space will increase first-level floor-to-floor heights, and it may be necessary to adjust the structure ramping scheme.
