PREVIOUS RELATED ACTION:
On June 5, 2023, the City Council adopted Resolution No. 2023-98 approving the FY 2023-24 to FY 2027-28 Five-Year Capital Improvement Program and adopting a Capital Improvement Program budget for FY 2023-24 in which this Project was included.
DISCUSSION:
The Project provides for Memorial Park building improvements such as environmental testing, abatement, new roof, office restrooms, kitchen, new flooring, paint, a ductless mini-split system for heating and cooling, and fencing to enclose the area along the front entrance to the building. Renovating the existing building will provide office space for the Recreation Staff and storage to create a “sports hub” to conduct and administer recreational youth sports programming.
The demand for outdoor recreation has increased due to the end of the pandemic phase of COVID-19, and Community Services is responding by enhancing and expanding outdoor programming and activities for youth ages 4-17. As such, Recreation staff levels have increased to keep up with the need to plan, organize, and administer such activities, including the hiring of a full-time Recreation (Communications) Coordinator to manage Community Services’ social media platforms and City Recreation Guide. The addition of this position is expected to increase the demand and popularity of existing youth programs, such as Outdoor and Active. Further, the increase of staffing levels will require the relocation of After School Recreation staff from Palomares Park to the Pomona Library. This will allow youth-serving staff to be in close proximity to coordinate activities and increase the number of youth served from a more centralized location within the City.
With the current funding in the Project, the City has been able to replace the roof at the building. If approved, further improvements will provide for modification and retrofit of the structure so that it meets code requirements, and can be utilized for office space for additional Community Services staffing.
