The remaining cost will be covered by the Police Department General Fund (101-2003-52431- 00000). Approval of Resolution 2024-06 (Attachment 1) will amend FY 2023-24 Operating Budget by increasing revenue estimates (215-2090-40875-58793) and appropriations (215-2090-52431-58793) by $1,073 for the purchase of new vests.
PREVIOUS RELATED ACTION:
On December 19, 2023, City Council approved the purchase of Bulletproof Vest from U.S Armor Corporation in the amount of $ 8,978.
DISCUSSION:
The Bulletproof Vest Partnership is to reimburse law enforcement agencies for up to 50% of the total cost of body armor vests purchased for sworn personnel. In order to qualify for reimbursement, body armor must comply with National Institute of Justice (NIJ) body armor standards.
The Police Department has identified the Enforcer 6000 series model 6326F and Model 6316M, U.S Armor Corporation body armor as the standard for Officer bulletproof vests. U.S. Armor Corporation, is the only vendor that provides the premium Enforcer 6000 Series models in NIJ threat level III-A, supplied in gender-specific Male and Female configurations.
Staff has identified twenty-four (24) bulletproof vests that have exceeded the five (5) year replacement cycle due to manufacture warranty in addition to excessive wear and tear, thus deeming the vests unsafe. With the BVP grant, the department will be able to purchase two (2) bulletproof vests.
Section. 2- 997— Cooperative Purchasing. The Procurement Officer shall be authorized to join with other units of government in cooperative purchasing plans so that the best interest of the City shall be served thereby. The Procurement Officer is authorized to recommend a cooperative or" piggyback" purchase on an awarded contract for services or equipment, entered into by other governmental agencies (municipality, county, state, or other agencies who conduct volume procurements on behalf of government agencies) through a competitive bid process, provided all products or equipment requested meet the technical specifications of the awarded bid. Staff has reviewed the procurement process conducted by Sourcewell and determined the process meets the City of Pomona’s requirement for utilizing cooperative agreements. Therefore, it is recommended the City Council authorize staff to utilize Sourcewell Cooperative Contract #011221-URM awarded to Sourcewell for the purchase of bulletproof vests.
