FISCAL IMPACT:
The total fiscal impact is a $200,000 increase to the CASC contract, $100,000 for the remainder of FY 2023-24, which will increase the current CASC contract to a not-to-exceed annual amount of $250,000. Funding is available within the Water Resource Departments (WRD) FY 2023-24 Watershed Operating Budget 592-8131-52285-00000. Funding for the final contract year will be included in the FY 2024-25 Proposed Operating Budget.
PREVIOUS RELATED ACTION:
On August 3, 2020, the City Council approved a five-year Professional Services Agreement to CASC Engineering and Consulting, Inc. for Environmental Consulting services for the Watershed Program.
DISCUSSION:
As part of the City’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the Regional Water Quality Control Board (Regional Board), certain inspections are required. These inspections include construction sites and industrial facilities. Additionally, plan checking is required to ensure developments meet Regional Board requirements. Finally, as part of the City’s sewer system inspection requirements, grease-producing facilities are to be inspected annually to ensure proper disposal of greases, which is intended to prevent sewer system overflows.
To assist City staff in completing the increased demand for inspections and reviews, CASC Engineering was asked to increase the services they provide. This increase has caused the Agreement to run short on funding for the remainder of this fiscal year. Staff is recommending increasing the contract by a total of $200,000, which includes $100,000 for the remainder of FY 2023-24, which will bring the total annual compensation to $250,000.
