DISCUSSION:

The SCW program was created to improve water quality and water storage in the County of Los Angeles. As the SCW program continues to evolve staff is also looking for ways to be more competitive in seeking regional funding. If approved, Craftwater will assist the Water Resources Department in supporting various components of the SCW program including, Project Management; Planning and Studies; Design Engineering Services (Plans, specifications, and estimates); Community and Stakeholder Education/Engagement and other General Services.

In accordance with Section 2-993.1 (4) of the City’s Purchasing Ordinance, a public notice inviting bids was posted on PlanetBids on November 8, 2023, RFP# 2023-1037 where 948 vendors were notified, 56 prospective bidders downloaded the bid and four bids were received. All four proposals met minimum qualifications and were then evaluated on a 210-point scale based on responsiveness and compliance, qualifications, past performance, and project approach. Craftwater’s proposal was selected as the highest ranking proposal by the evaluation committee. Therefore, staff recommends that the City Council authorize the City Manager to execute the attached agreement (Attachment 1). The bid results are shown below in Table 1.
