On November 20, 2023, the City Council received and filed Concept Plan “A” reflecting the City’s intent to activate park space and promote a strong sense of community by enhancing a focal point of community revitalization at the Civic Center Plaza.

On March 18, 2024, $500,000 of Art in Public Places Program Fees were unappropriated from the Project.

DISCUSSION:

A specific priority and goal of the City Council is the activation of the City’s parks. Activating parks plays a critical role in supporting the community's overall health, including encouraging physical activity while promoting a strong sense of community and belonging. The Civic Center Plaza has been a focal point of community revitalization and park activation, as it hosts large community events, such as the Children’s Festival and a Summer Concert Series.

Once completed, the Civic Center playground will stand as the largest all-abilities playground located within the City. The primary structure, designed for ages 5-12, will feature ADA access and multiple levels for all-inclusive play. Additionally, the tot lot area tailored for children ages 2-5 years will incorporate multiple Smart Play structures, fostering both mental and physical development.

The overall cost of playground equipment materials, engineering services, sales tax and shipping is $1,753,860.87, with LSI requesting a 5% deposit to place the order for materials. The lead-time for receiving materials is eighteen (18) months. Due to the long lead-time on this equipment, it is recommended that the City place the order as soon as this action is approved.

This supplier, LSI, was sourced through the Sourcewell Cooperative Contract No. 10521-LSI. Sourcewell operates as a joint powers association for public agencies possessing legal authority to serve as a contracting agency for municipalities. In accordance with City Code 2-997, the Procurement Officer has thoroughly reviewed the procurement process conducted by Sourcewell and recommends utilization of the Sourcewell Contract for this purchase.
