PREVIOUS RELATED ACTION:

On June 7, 2021, as part of the FY 2021-22 adopted budget, the City of Pomona accepted $45.37M of ARP funds from the United States Department of the Treasury, of which $6.8M was budgeted for potential revenue loss.

On August 9, 2021, an ARP study session was held where eligible uses of ARP funds were discussed. The Mayor and City Council provided direction and suggested a plan to allocate $45.37M of the ARP funds.

On September 20, 2021, the Mayor and City Council approved the $45.37M City of Pomona ARP Expenditure Plan.

On June 6, 2022, the City Council approved the proposed ARP Policies and Procedures and adopted the FY 2022-23 budget.

On August 15, 2022, the City Council adopted Resolution No. 2022-155 approving an update to the City of Pomona ARP Expenditure Plan for FY 2022-23 and increased revenue estimates and appropriations in the amount of $4,000,000.

On August 21, 2023, the City Council adopted Resolution No. 2023-138 creating the Project and appropriating $200,000 of ARP funding to the Project.

On February 26, 2024, the City Council adopted Resolution No. 2024-24 unappropriating $100,000 of ARP funds from “New Playground at Washington Park Baseball Fields,” Project No. 428-2590-XXXXX-71094 and appropriating $260,000 of Measure A funding to “New Playground at Washington Park Baseball Fields.” DISCUSSION:

This Project will provide for the rehabilitation of Washington Park Community Center, including the reconstruction of the entryway trellis and rehabilitation of the kitchen at the Community Center, as funds allow. The Washington Park Community Center provides programming and meals for seniors and after school programs for youth, and is overdue for needed renovations.

Approval of the recommended action will unappropriate $35,000 of District 3 Carryover CIP Discretionary Funding from “New Playground at Washington Park Baseball Fields,” Project No. 428-2590-XXXXX-71094. It will also appropriate this and an additional $100,000 of ARP funding (unappropriated from “New Playground at Washington Park Baseball Fields,” Project No. 428-2590-XXXXX-71094 at the February 26, 2024 City Council meeting) to the Project. This is made possible with the appropriation of Los Angeles County Regional Parks and Open Space District Funding (Measure A) to fully fund and complete “New Playground at Washington Park Baseball Fields,” Project No. 428-2590-XXXXX-71094.

Guidance from the United States Department of the Treasury (Treasury Guidance) allows ARP funds to be used on park improvements within and outside a QCT (Qualified Census Tract), provided the improvements will serve a population that was disproportionately impacted by the pandemic. Treasury Guidance further recognizes that investments in parks, public plazas, and other public outdoor recreation spaces are responsive to the needs of disproportionately impacted communities by promoting healthier living environments and outdoor recreation and socialization to mitigate the spread of COVID-19. This park is located in a QCT. The rehabilitation of the Community Center will allow for the enhancement of programs that benefit disadvantaged youth and seniors in this neighborhood and throughout the City of Pomona. Washington Park has one of the largest community centers in the City, thus qualifying this Project for the use of American Rescue Plan (ARP) Funds.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-22 City Council Priority 5: Goal O: Improve Parks facilities in the following general order of priority: 1) ensuring that existing amenities are functioning; 2) rehabilitating bathrooms and other park facilities and equipment; 5) adding new bathrooms; and 6) adding additional recreation and playground equipment.
