4/8/24 Public Commats
Street Vendors Veronica labnere
By driving around the city in the evenings, I can find many street vendors selling in public areas, By speaking with the consumers who buy from those vendors, I learned that many of them come from nearby cities. By speaking with restaurant owners, I learned that many struggle to make enough sales to cover their monthly expenses. By commenting on-line about the issue, I found out that there are a lot of people who support the street vendors while many others support the restaurant owners. This is a communal issue that affect at least four different sectors: The street vendors, the restaurant owners, the people who like to consume from the street vendors, and the citizens who do not like the city to have street vendors because it affects the city appearance. The following are:

Public comments
• Street vendors are all over the city making it look like a third world country. • They don't pay taxes, city licensing, and are a health risk for the consuming public. • They obstruct public areas like the sidewalks.
• They are a competition for restaurants.

Restaurants complaint
• We can't compete with them because they don't have to pay all the expenses that we have like city licensing, rent, insurance, worker's comp, utilities, etc. • They aren't inspected by the county like us.
• Sometimes they set their stands in front of our restaurants. • We complain about the city, but nothing is done.

Vendors disadvantages
• The street vendors are persecuted by the city and the county. • Their food can be disposed of at any time, including their work equipment. • They are criminalized.
• They work under extreme climate conditions.
• They are decent people trying to survive.
• They can't afford to set up a regular business.

Who is responsible?
• The city is responsible for creating the conditions for all the residents to have a decent life, work, health, employment, and education opportunities.
• This Is a communal problematic not just of one sector (restaurant owners, vendors, consumers, and all residents)
• The city budget is to serve the people's needs. The city can use the city assets, create laws, and make the needed adjustments.

What do I propose?
• I propose a night market.
• The city provides an area for them to sell at night.
• The city to help them process their licensing and certifications. • All the vendors would concentrate in just that area,
• Vendors who do not participate, to be removed from public areas without discretion.

Benefits
• Vendors will not be all over the city. The city appearance will improve. • The vendors will not be doing business illegally or will live In fear. • People will consume what they like under the health department guidelines. • The competition for the restaurants will be removed.
• The city and the county will collect licensing and certification fees, the fed, state and city will collect taxes.

posible.

I think it is important for the Civic Center playground be an inspiration to young people to use the library and to promote an understanding of the workings of the city. Its elements should not only be for physical enjoyment but also be an inspiration for long term self and city improvement.

My second point is that the civic plaza is a historical architectural landmark and it was agreed when it was given this status that this element would be part of the design criteria for additional structures. I would like to know how this was considered in the design.

Thank you
