COUNCIL REPORT
May 6, 2024
To: Honorable Mayor and Members of the City Council
From: Anita D. Gutierrez, City Manager
Submitted By: Beverly Johnson, Acting Neighborhood Services Director SUBJECT: FISCAL YEAR 2023-24 HOMELESS PROGRAMS BUDGET AMENDMENT TO REVENUE ESTIMATES AND APPROPRIATIONS RECOMMENDATION:
It is recommended that the City Council take the following actions:
Adopt the following resolution:
RESOLUTION NO. 2024-61 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE AMENDMENT OF THE CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR THE MEASURE H FUNDED GRANTS, CONTINUUM OF CARE (COC) FUNDED GRANTS, EMERGENCY SOLUTIONS GRANT (ESG), AND STATE FUNDED PROGRAMS EXECUTIVE SUMMARY:
Annually, the Homeless Services Division administers and implements over 15 different grants totaling $7 million in program funds. As FY 2022-23 came to a close, staff needed to budget funds for various activities for the upcoming FY 2023-24. However, the award amounts had not been released by the funder so staff budgeted for FY 2023-24 using award amounts from the previous fiscal year. As a result, staff is now requesting to amend the City Operating budget for FY 2023-24 to adjust budgeted revenue estimates and appropriations to match the actual amounts awarded to each homeless program and balance the budget.

The amounts listed in the chart below will amend the accounts so budgeted expenditures equal revenue in FMS and subsequently equal the amount for the current grant term and fiscal year.

DISCUSSION:
The City of Pomona currently receives Measure H, Continuum of Care (CoC), Emergency Solutions Grant (ESG), and Miscellaneous State funds from different agencies as follows: Department of Housing and Urban Development (HUD), Los Angeles Homeless Services Authority (LAHSA), and County of Los Angeles. Award amounts are released by funders after the budget is due to the Finance department for the upcoming fiscal year. In order to meet the Finance department’s deadlines for the upcoming year’s proposed budget, the previous year’s grant award is used for the budget submission. Upon learning the actual award amount for the upcoming grant term/fiscal year, the Neighborhood Services department then needs to make the necessary adjustments to the budget.
COUNCIL PRIORITIES & GOALS:
This supports the FY 2021-22 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
