FISCAL IMPACT:
The total cost to purchase two (2) Police Vehicles amounts to an estimated $127,506. Funds will be available in the FY 2024-25 SLESA Proposed Operational budget (281-2090-66205-xxxxx) pending the approval of the FY 2024-25 Adopted Budget. Any additional retrofit needs will be covered by the Police Department General Fund (101-2003-52425-00000).
PREVIOUS RELATED ACTION:
No previous related action.
DISCUSSION:
The recommended action will authorize the purchase of two (2) 2024 Chevrolet (Police Pursuit Package) Tahoe Utility vehicles from Victorville Chevy Fleet & Commercial. The dealership placed an order with the manufacturer (GM – Chevrolet) on 01/25/2024, with an anticipated production date of 07/22/2024. The dealership has verbally committed to selling the referenced two vehicles to the City of Pomona.
The Police Department recommends a sole-source approval to purchase two (2) Police vehicles from Victorville Chevrolet and Cadillac for a total amount not to exceed $127,506. Original quotes (Attachment No.1) are in the amount of $ 115,914. A 10% contingency is being recommended to cover any market rate adjustments that the dealer may impose at the time of purchase due to current delays in automobile production and inventory affecting availability. Therefore, staff recommends pursuant to Pomona City Code Section 2-994 – Sole and Single Source Procurement; “A contract may be awarded as a sole or single source without competition upon review and verification, and determined to be in the City’s best interest.” The Purchasing Officer, Finance Director and City Manager, have reviewed the sole source request and determine it is in the City’s best interest. Approval of a sole-source purchase in the amount not to exceed $127,506 is necessary for obtaining the vehicles for purchase at a reasonable price and accessibility due to the nationwide shortage in law enforcement automobile inventory.
The City adopted a revised Vehicle Replacement Policy and Procedure on April 4, 2016, establishing criteria to justify the purchase of replacement vehicles citywide. Currently, there is two (2) vehicles used by the Police Departments that meet the required criteria for replacement as listed below:
The vehicles have reached the end of their useful life, which is eight (8) years; or
2. Vehicle mileage reaches and/or exceeds 100,000 miles; or
3. When vehicle maintenance costs become inefficient due to age-related factors, including parts availability, emission control, and mechanic hours.
The following table contains the proposed replacement vehicle information:

Approval for replacing these police vehicles will benefit the community in the Police Department’s delivery of services. The Fleet Department Manager has reviewed and approved the purchase of the two vehicles identified.
