DISCUSSION:

The Palm Lake Golf Course area is the site of a former golf course that officially closed in 2017. Subsequently, the City leased the property to a private entity with the intent of having the site restored to a functioning golf course, but that ultimately did not occur. Because the site and the associated structures are currently abandoned, it has become a location used by the unhoused and has been subject to vandalism and illicit activities, while also presenting a fire danger.

City Staff have already gone out to bid for demolition and fencing. In March, the demolition bid came in at $82,620 and fencing came in at $48,800. The funding requested will provide for the demolition, fencing, mower, and a one-time weed abatement by a contractor. Because the City has already gone out to bid for these services, staff is prepared to issue purchase orders immediately so that work can commence upon approval.

Approval of the resolution will allow for funding to provide for abatement of the site, which will include demolition of the existing structures, the repair and/or replacement of the perimeter fencing, and a one-time weed abatement of the entire site by a contractor. This funding will also provide for the purchase of a remote-controlled, heavy-duty mower at a cost of approximately $78,000 that will allow one staff member to provide consistent maintenance of the site and at other City-owned sites. This purchase will result in a long-term cost savings for the City since it will not have to consistently contract out weed abatement services for this particular site and will allow staff to respond to smaller-scale weed abatement issues throughout the City more efficiently.
