SUBJECT: AWARD OF CONTRACT TO G.M. SAGER CONSTRUCTION COMPANY, INC. FOR CITYWIDE AS-NEEDED CONCRETE AND PAVEMENT REPAIR SERVICES AT PRICES BID RECOMMENDATION:
It is recommended that the City Council take the following actions:
Approve the award of a three-year contract with two (2) optional one-year extensions to G.M. Sager Construction Company, Inc. (GM Sager) for Citywide as-needed concrete and pavement repair services at prices bid, effective August 1, 2024 through July 31, 2027; and Authorize the City Manager, or designee, to execute necessary documents and any extensions or amendments thereto on behalf of the City, subject to review by the City Attorney.
EXECUTIVE SUMMARY:
An award of contract to GM Sager will ensure ongoing Citywide concrete and pavement repair services as needed effective August 1, 2024 through July 31, 2027.

The contract will be awarded at the prices bid; however, the total annual cost will not exceed the budgeted amount of $375,000 per year. Funding for future years will be included in each respective annual budget submission.
PUBLIC NOTICE REQUIREMENTS:
In accordance with Pomona City Code Section 2-993.1, Invitation for Bid (IFB) No. 2024-27, Citywide As-Needed Concrete and Pavement Repair Services was posted on Planet Bids on May 6, 2024, with a due date of May 21, 2024.
PREVIOUS RELATED ACTIONS:
On February 1, 2021, the City Council awarded a three-year contract with two (2) optional one-year extensions to G.M. Sager, Inc. for Citywide as-needed concrete repair services at prices bid.
DISCUSSION:
On May 6, 2024, Invitation for Bid (IFB) No. 2024-27 “Citywide As-needed Concrete and Pavement Repair Services” was posted on Planet Bids with a due date of May 21, 2024. The City received a total of nine (9) proposals, of which only four were responsive bidders: 1) Ruiz Concrete and Paving, Inc., 2) GM Sager, 3) Addison-Miller, Inc., and 4) We R Builders, Inc. (Attachment No. 1). City Staff began their evaluation of the bids by contacting references starting with the lowest bidder, Ruiz Concrete and Paving, Inc. Unfortunately, their references were unable to be verified. The second lowest bidder is GM Sager, and based on experience working with this vendor, awarding the contract to GM Sager will result in continued services with minimal interruption.
The City lacks the necessary equipment and staffing to resolve all of the service requests for sidewalks and curb and gutter repairs, necessitating a concrete contractor to be on-call. Award of this bid will ensure that the City will be able to continue as-needed concrete pavement repair services Citywide.
