SCREENING EVALUATION
Urban Crossroads, Inc. has completed the following Vehicle Miles Traveled (VMT) Screening Evaluation for the 1313 East Phillips Road Project (Project), located in the City of Pomona (APNs: 8327-021-018, 023, 024, 029).
PROJECT OVERVIEW
It is our understanding that the Project site consists of a large unenclosed shed and three buildings for administrative support services totaling approximately 39,547 square feet ( sf). The total site area is 472,660 sf, which will encompass exterior storage yards. A site plan can be found in Attachment A.
BACKGROUND
The California Environmental Quality Act (CEQA) requires all lead agencies to adopt VMT as the measure for identifying transportation impacts for land use projects.
To comply with CEQA, the City of Pomona has adopted analytical procedures and impact thresholds for VMT, which are documented in their City of Pomona Transportation Study Guidelines for Vehicle Miles Traveled and Level of Service Assessment (1) ( City Guidelines). Th is VMT Screening Evaluation has been developed based on the recommendations from the City Guidelines.
VMT SCREENING
The City Guidelines recommend standardized VMT screening steps that can be used to identify when a proposed land use project is anticipated to result in a less than significant VMT impact thereby eliminating the need to conduct a model- based VMT analysis. As identified in the City Guidelines, the San Gaberiel Valley Council of Governments (SGVCOG) of which the City of Pomona is a member of; provides a VMT Tool to aid in the screening process.

The SGVCOG VMT Tool (Screening Tool) is designed to assist in screening and estimating project‐ generated VMT for certain types of land use projects in the San Gabriel Valley and its member agencies. The City of Pomona’s VMT screening steps are listed below, and a land use project need only meet one of the screening criteria to result in a less than significant impact:
• Step 1: Transit Priority Area (TPA) Screening
• Step 2: Low VMT Area Screening
• Step 3: Project Type Screening
STEP 1: TRANSIT PRIORITY AREA (TPA) SCREENING
Consistent with City Guidelines, projects located within a Transit Priority Area (TPA) (i.e., within ½ mile of an existing “major transit stop”
1 or an existing stop along a “high-quality transit corridor”2) may be presumed to have a less than significant impact absent substantial evidence to the contrary. However, the presumption may not be appropriate if a project:
• Has a Floor Area Ratio (FAR) of less than 0.75;
• Includes more parking for use by residents, customers, or employees of the project than required by the City;
• Is inconsistent with the applicable Sustainable Communities Strategy (as determined by the lead agency, with input from the Southern California Association of Governments [SCAG]); or
• Replaces affordable residential units with a smaller number of moderate- or high-income residential units.
Based on the Screening Tool results presented in Attachment B, the Project is not located within a TPA.
TPA screening step is not met.
STEP 2: LOW VMT AREA SCREENING
The City Guidelines state that projects that have a VMT per service population (population and employees) 15% below the baseline Citywide VMT per service population are presumed to have a less than significant impact. The parcels containing the proposed Project were selected and the Screening Tool was run for VMT per Service Population (i.e., population and employment) measure of VMT. The Project’s transportation analysis zone (TAZ) 22441100 was found to generate 26.3 VMT per service population, whereas the Citywide baseline VMT per service population is 39.3 VMT per service population and a 15% below baseline threshold of 33.4 VMT per service population . Based on the Screening Tool results presented in Attachment B, the Project is located within a low VMT generating area.
Low VMT Area screening step is met.

STEP 3: PROJECT TYPE SCREENING
City Guidelines state that some project types are considered local serving and are presumed to have a less than significant VMT impact absent substantial evidence to the contrary. Examples of local serving uses are as follows:
• Local-serving K-12 schools
• Local parks
• Day care centers
• Local-serving retail uses less than 50,000 square feet, including:
o Gas stations
o Banks
o Restaurants
o Shopping Centers
• Local-serving hotels (e.g. non-destination hotels)
• Local-serving assembly uses (places of worship, community organizations) • Community institutions (public libraries, fire stations, local government) • Affordable, supportive, or transitional housing
• Assisted living facilities
• Senior housing (as defined by HUD)
• Local serving community colleges that are consistent with the assumptions noted in the RTP/SCS
• Student housing projects on or adjacent to a college campus • Other local-serving uses as approved by the City Traffic Engineer, including:
o Local medical services, such as dental, optometry, etc. o Insurance agencies
o Travel agencies
o Tax accountants
o Small appliance repair
o Other personal services (e.g., hair salons, gyms, dry cleaners, tailors, etc.) • Projects generating less than 110 daily vehicle trips The following provides an examination of vehicle trip estimates for the Project and whether the Project would generate net new vehicle trips in excess of the City’s 110 daily trip threshold.

TRIP GENERATION RATES
Due to the unique nature of the proposed Project use (contractor’s yard/equipment storage), it was determined that driveway counts collected at other similar uses would be utilized to develop site-specific trip generation rates since the Institute of Transportation Engineers (ITE) Trip Generation Manual (11th Edition, 2021) does not have land use categories that is specific to the proposed use.
As such, driveway counts collected at the following sites were used to develop a trip generation rate (based on building square footage) for the contractor’s yard/equipment storage use:
• 240 E. Congress Street, Colton, CA – situated on 7.8 acres and includes 60,000 square feet of building space
• 14535 Rancho Vista Drive, Fontana, CA – situated on 2.26 acres and includes 49,220 square feet of building space
• 2615 Pellissier Place, City of Industry, CA – situated on 3.51 acres and include 112,017 square feet of building space
In an effort to understand the existing traffic associated with the current use, traffic counts were collected at the driveways for the aforementioned sites. Attachment C includes the driveway count data for the contractor’s yard/equipment storage use. Table 1 summarizes the trip generation rates developed from the driveway data provided in Attachment C.

TRIP GENERATION – PROPOSED PROJECT
The Project is proposing the development of 10.58 acres with 39,547 square feet of existing building structures which are to remain. Trip generation has been calculated for the proposed Project based on the building square footage and the trip generation rates shown in Table 1. As shown in Table 2, the proposed Project is anticipated to generate 108 two-way trips per day, with 9 trips during the AM peak hour and 6 trips during the PM peak hour.

CONCLUSION
Based on our review of applicable VMT screening thresholds as recommended by City Guidelines, the Project would meet the Low Area VMT and Project Type screening steps. The Project is presumed to have a less than significant VMT impact; no further VMT analysis is required.
