District 6 Petition for Parking and Blockade
Petition for Traffic Control Measures in Our Neighborhood Subject: Request for Barricade Installation and Parking Permit Enforcement We, the undersigned residents of District 6 with the perimeters attached, urgently petition the Mayor of Pomona and the Pomona City Council to address the critical safety concerns arising from the expected increased traffic due to the construction of the new four-story apartment complex on the corner of Gary Avenue and Dawnview Avenue.

Key Requests:

1. Barricade Installation on Grove and Dawnview Avenue:

O To prevent the influx of non-residential traffic and ensure the safety of our children and all residents, we request the immediate installation of barricades at the strategic point on Grove Avenue, immediately west of Thompson Creek Wash (proposed location attached).

2. Establishment and Enforcement of a Parking Permit System:
• To manage and control parking within our neighborhood, we advocate for the implementation and strict enforcement of a parking permit system. This measure will prioritize parking for residents and deter overflow traffic from the new development.

Justification:

The upcoming construction of the four-story apartment complex on Gary Avenue and Grove Street will significantly increase traffic flow in our neighborhood, posing a safety risk for children and all residents and increase the overflow of street parking into oursingle-family home neighborhood. The narrow streets and limited parking space due to four existing apartment complexes and a large condominium complex surrounding the proposed four-story complex with 1,4 spots per unit parking accommodation on-site exacerbate the problem, creating hazardous conditions and reducing the quality of life and safety of the established single-family homes.

Objectives:
• Enhance pedestrian safety by reducing through-traffic. • Preserve the residential character of our neighborhood. • Ensure adequate parking for residents and their guests.

We urge the local authorities to take swift action on these requests to safeguard our community.

District 6 Petition for Parking and Blockade
Examples of potential blockades:

Blockade could be something as simple as
concrete bollards (with reflectors) across the
road
Or, In keeping with the other side of Grove, a simple planter with a couple of trees and rellective signs (nole, a couple of trees cost less than the 14+ trees thal were planted along Garey with no Irrigation, so they died.) Could provide an additional 3-4 parking spots

Dear Planning Commission,
I support the 1707 N. Towne Ave. project completely. The project will activate a corner which has been unused for almost a decade, since the church moved its programs out of the building there. The types of units provided are family units - 3 and 4 bedroom - which will help increase the number of students in Pomona schools, which have suffered through several closures, notably of Montvue Elementary about a mile to the east. Pomona needs all types of housing, but a shortage of family housing is especially acute as many of the available affordable apartments are one and two bedroom, and this will enable people to grow their families while still living in Pomona. The location is close to the freeway and so the new development will meet the current California Building Codes, which require a MERV 13 filtration for new buildings that should substantially reduce the health risk being near the fieeway. 1 Under SB 330, the Planning Commission must find substantial evidence to deny a compliant project. The City of Pomona is short on all of its Regional Housing Needs Assessment targets. During the last Housing Element cycle, the City of Pomona claimed it was "pro- housing" and is implementing programs to meet that aspiration. This project will comply with the Inclusionary Housing ordinance and will provide moderate income units. As staff has indicated, the project falls within the SB 330 criteria and should be approved without delay.

Sincerely,
Hank Fung

Hello:

We are writing in support for the cancellation of the proposed housing project for the corner of N. Towne and San Bernardino in Pomona.

This project is wholly unsuitable for our neighborhood as it borders on the Lincoln Park Historical District. As has been stated and demonstrated it will create havoc in our neighborhood. Increased traffic, speeding incidents and nightmarish parking issues will seriously Impact everyone in our neighborhood.

The project includes too many units which will have a serlous Impact on the abllity for first responders to respond to emergencies there. It will be very difficult for large fire trucks and other emergency vehicles to maneuver within that complex due to the density of units and the planned inadequate entrances and exits of the project.

Of particular concern is the very sharp left hand turn that is being planned for cars leaving the complex, to access the 10 freeway. This will most certainly cause serious backups for those trying to leave the complex to get onto the freeway in the mornings. There will also be serious traffic issues in the afternoons for people trying to get to their homes there after a workday. Add to this the large volume of cars already traveling through Lincoln Park during the mornings and afternoons and you will see an absolute nightmare of numbers of vehicles all moving through adjacent neighborhoods at these times. Along these routes are families with children who are already impacted with the volume of traffic coming through our streets. This is now a safety issue which is well documented and will only Increase to even more alarming levels should this project be bullt.

Lastly, we are concerned about the historical tree that is located on the project property. That tree, per the City Planning Department statement at the recent Planning Commission meeting was identified in 1964 as an historically significant tree. It is just outside of the Lincoln Park Historical District, where it would have been protected as a significant tree. It Is close to 75 years old and should and deserves to be protected from destruction.

We would ask the City Council to rescind the approval for this project due to the reasons outlined in this emall and for many other reasons. There are many vacant pleces of property throughout the city more suitable for this project. It is not sultable for this piece of property due to the very serious safety issues it will cause as well as other concerning issues,
Thank you for your consideratlon.

Subject: Approve to Appeal Planning Commission Decision for Item No. 9 of the Agenda CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or on clicking links from unknown senders.

Good Evening Mayor and Council,
I reviewed the Planning Commission Resolution Attachment No. 2 and strongly oppose this project. My concerns are as follows:

The plan calls for 45 units in total. The plan calls for 134 parking spaces but is being reduced to 102 parking spaces which is approximately 2 parking spaces per unit. Where is the over flow parking? Will there be restrictions on the amount of vehicles allowed per unit? The housing project at Gary Ave and Bonita (The Gabriel) is a perfect example of what can be expected. There are vehicles that now line Bonita Ave both East and West of Garey Ave due to inadequate parking.

How are the residents just south of San Bernardino Road be affected? Will parking permits be issued to protect the residents?
Based on the amount of units and the expected amount of vehicles, the following streets will be inundated with traffic:

Towne Ave. (currently already challenged)
San Bernardino Ave (currently already challenged)
N Palomares St (dramatic increase due to the left hand closure at McKinley Ave) N Gibbs St (will see a major increase in traffic)
E McKinley Ave (will see a major increase in traffic)
Since the main entrance is at San Bernardino Ave., I expect traffic will be extremely heavy on both sides of San Bernardino Ave., N Palomares St and N Towne Ave. This will be a major log jam.

With the left turn closer of E McKinley Ave at Towne Ave., the traffic going up N Palomares St and San Bernardino Ave have increased exponentially. Traffic accidents and close call collision with vehicles and pedestrians have become a major challenge just to access the 10 freeway. What has or will be done to mitigate this added exposure?
While I do understand the need for additional housing, I strongly believe that the location does not lend itself to high density housing that will only have a negative impact to the location. Not enough has been done by the owner/developer to alleviate the concerns for parking, traffic and most importantly, the negative impact it will present to the neighboring community.
1 Thank You.

Best Regards,
Mitch Elias

Hello,
My name is Patti Amelotte. I live at 390 E. Kingsley Ave. Pomona, 91767 I am a resident of Lincoln Park and come home from work turning southbound onto Towne from the eastbound 10 freeway. The traffic is very bad at that intersection. I have seen many accidents or near accidents there. An Increase in traffic, parking and congestion from a 45 unit complex would be horrible. A 3 story complex would be way out of scale for that spot.

The speeding that goes on down Towne also makes this a bad idea.

I ask that the city council and city planners revisit this issue and scale the project way back. I understand the need for housing but this size of this project and location are not good.

Thank you,
Patti Amelotte

City of Pomona Mayor and City Council -
lam compelled, yet again, to volce my deep dissatisfaction and frustration with the recent approval of the four-story apartment complex at the intersection of Garey Avenue and Grove Street. While I don't mind additional housing and understand the need for it, I fail to see the due diligence the should have been expended to make this effort more acceptable to the existing residents that are impacted by this project, rather than appeasing the builder and their desires. It is extremely concerning that the City has approved this plan with an emphasis on providing a small number of units for low-income housing to assist renters, and Ignoring the needs and best interests of actual property owners.

According to Miranda Sheffield at the last City Council meeting, the City of Pomona has a 60% renters rate compared to a 40% property owner rate, yet the City continues to cater to renters and focus on bringing more renters into the city, without any consideration to those of us that pay property taxes and are vested in the city. Renters come and go (not all, I understand that) and will move on to another city without a care. They are not concerned with things like property values and impacts that things like traffic, parking and congestion have to it.

With the unmitigated plans for the subject apartment complex, the City plans to filter all residents from the new apartment complex onto two small side streets without any consideration for the impacts on traffic in our quiet single- family home residential community. Adding more than 600 cars (likely closer to 800) to the immediate area while only accommodating around 400 parking spots impacts not only parking but also the throughput of traffic through our neighborhood to get to the 210 Freeway or down to the 10 Freeway, There are already four large apartment complexes on that block, with an additional small complex across the street on Garey Avenue and a big condo complex across Grove Avenue, and there Is already nowhere for these existing tenants to park. Adding additional cars is outrageous 1 when the apartment complex is only addressing 1,4 cars per unit, which we are all very well aware will not suffice. The rent for those apartments, if keeping on par with The Gabriel right down the street at $3,500 per month does not really allow for a single resident in a unit, or potentially even two, both of whom would have a car (in the best case scenario.) Blocking all exits onto Garey Avenue due to the elevation issues they are facing, along with the park they included to make it aesthetically pleasing, is unacceptable. Quite frankly, no one but the homeless and drug users will utilize that park, increasing crime in our area with a nice manicured place for them to carry on. Because of this design, 1 am requesting approval to block Grove Street at the wash will help mitigate the traffic issue, and establishing and requiring a parking permit for our single-family home community to help prevent all of these cars from trickling into our neighborhood, seeking somewhere to leave their car and finding the fastest way to a freeway. We pride ourselves on our little gem within Pomona and do not want to see it diminished to a racetrack or parking lot like so much of Pomona has become. I have said it before and will reiterate this point - it is your responsibility, as the elected governing body of the City to represent and protect your constituents. While it is important to pay attention to all city residents, stop focusing solely on renters and rental property and give the property owners/residents your focus for a minute and do what is best for us. Support us!
Thank you for your attention to this matter. I look forward to your decision to comply with the community requests of a street blockade and permitted parking.

Please find attached our letter, which represents five residents of North Pomona (District #6), in regards to the housing project slated for the intersection of Garey Avenue and Grove Street.

We would prefer to be in attendance at the Meeting set for August 5, 2024 (my band is playing a Concert In The Park in Claremont). So please do not let our absence from the meeting be construed as a diminished resolve in this matter. Our large contingent of Residents arequite united in this endeavor to protect our neighborhood.

Thanks very much,
Patrick Carrol Naish

City of Pomona Mayor and City Council -
We are writing to you as a follow-up to our attendance to the July 15'h Meeting in Council Chambers. Specifically, our concern is regarding the proposed housing project to be located at the intersection of Garey Avenue and Grove Street.
1, Patrick Naish, have lived in this neighborhood since June, 1965.

Many of my childhood friends have purchased homes here, as we all cherish this area. But that affection can get snuffed out quickly if this project goes through without any consideration for the effect on the surrounding areas of such a project.

As proposed, it is clear to those of us who have analyzed the details, that our neighborhood would be inundated with both additional parked cars and, more importantly, increased traffic. In many cases, that traffic would be speeding through our streets. This would certainly create havoc on those of us who have Invested in this neighborhood and City for so many years. We are not temporary! And the safety of our children, grandchildren and pets have been seemingly ignored throughout this process.

We were told that traffic surveys were completed. However, those surveys were completed in 2012, a full 12 years agol Those numbers are completely invalid now and to even reference them Is preposterous. Additionally, the effects on Police and Fire services were apparently not seriously considered., as they are already stretched beyond acceptable levels.

A very high percentage of the additional 600-800 vehicles will CERTAINLY flow through our neighborhoods. This would not only be aggravating but would unquestionably present a safety issue.

As presented at the July 15' Meeting, the blocking of all Garey Ave. exits simply so that a "park" could be implemented in front of the complex makes no sense whatsoever. Aside from the fact that residents would likely not utilize a park that is adjacent to a busy boulevard, it would undoubtedly be a magnet for transients and drug users.

Since this project was approved and we are forced to accept its completion, we are requesting that a block be inserted at the Thompson Creek Wash to avert such traffic issues. Furthermore, to address the overflow of parking of the new renters, we ask that a parking permit program be established whereas anyone parking their vehicle must posses a permit issued only to us residing in single-family homes.

Many parts of Pomona have deteriorated significantly since I, Patrick, was born in 1961. We then lived in Westmont, across from General Dynamics. Our area in North Pomona routinely gets compliments from City Officials, Police Officers and visiting friends, as they recognize the cleanliness in the neighborhood and the pride of the residents. But this can all change if this building goes in without any rational mitigation and rectification.

For years, we have counted on our City Council to look out for us, especially since we have invested so much into our community. But now, we feel that the City is more concerned with the investor of this project than they are with us fellow residents.

Please put yourselves in our position and ask yourselves "what would I do if this were my neighborhood?". And would you want your kids and Grandkids to be exposed to such an imminent threat? Investments to make our City better is welcomed. Allegiance to outsiders is not.

Sincerely,
Patrick Carrol Naish

Hello Mr. Mayor and council persons, friends and neighbors the proposed four story apartment complex slated for north Garey and Grove does have positive and negative implications
• yes we need affordable housing
• yes we need the revenue
has a survey been done on the PARKING, schools, parks, greenspace, social srvices, along with the over populatilon SATURATION of the area ? a survey transparency could settle nerves • Parking seems to be just one reason our friends and neighbors are petitioning the project but there are more reasons to take time to think this out
• Ideas provide a parking structure similar to the one on Garey and Bonita utilize the parking at Superior market Garey and Foothill with collobration of stores who reside there lessen the amount of dwellings proposed
• the homeless population continues to grow in this area the foothill corridor is popular to homeless from Towne ave. west to White ave, only Pomona city limits the Claremont and La Vere sides do not have the issue why? Thank You to district 6 councilman Mr Torres for appealing and giving the community more time to ponder this project

Dear Mayor and Council Members,
As a mother of two young boys (ages 6 and 8) and a resident living just a block west of th proposed building site on Garey and Grove, I am deeply concerned about the safet implications of this project.

The current proposal for a high-density building lacks thorough assessment and transparency.

A 2014 traffic study for a now-defunct shopping center does not suffice for this new project.

Our infrastructure is already strained, and adding over 750 residents will exacerbate the situation.

Speeding cars frequently use our street as a shortcut from Garey, causing several dangerou:
ncidents: a neighbor's parked car was hit twice, another neighbor had a car crash into thei house, and my niece was nearly hit by a speeding car. Our small block is home to 12 children aged 0 to 10, and their safety is at serious risk.

To address these issues, I propose the following safety measures:

1. Install a blockade at the wash.

2. Add speed bumps to slow down traffic.

3. Erect a flashing speedometer to monitor speeds.

4. Implement preferential or permitted parking.

These measures are vital, especially considering the proposed building's only exit is on Grove.

Turge you to prioritize the safety of our children and the well-being of our community by voting against the build in its current form.

Thank you for your consideration. Kindly confirm receipt and admittance to public record.

Sincerely,

To whom it may concern:

This is to express concern regarding the new housing development on Gary and Grove here in Pomona, I am a resident and live on Robin Way. My fiancé's work fruck and thousands of dollars worth of tools was stolen in May 2024. We've had vehicles and catalytic converters stolen from the area in recent mouths.

My other concern is those using the neighborhood as a short cut coming from Garey up Grove to get to Foothill.

They do not obey the speed limit making it very unsafe and putting innocent people/children at risk of injury. The neighborhood has many families walking or riding bikes.

A solution to greatly minimize the safely and risk hazards are a blockade on Grove al Thompson Creek to minimize the added traffic coming through and to deter thieves fiom entering the neighborhood.

Speed bumps would also reduce safety concers and speed for those that do come through the neighborhood.

Thank you,

To the City of Pomona Planning Commission, City Council Members, Staff, and Community, I am submitting this letter in advance of the public hearing scheduled for Monday, the 5th of August, 2024, to request that the city council hold on the approval of the proposed building project under DPR 72-2024. We as a city have the opportunity to add conditions to the building project for the betterment of the community along with mitigations requested by current residents, and I request that the council prioritize these actions before the project is allowed to proceed. Now is the time to take action, and to perform the due diligence to ensure that this project benefits rather than damages our community.

We heard from members of the community at the July 15th city council meeting, emphasizing the need for housing and jobs. However, the fact that these developments do not have any commitment to what the cost of rent will be and that there is no rent control means that we can easily miss the mark of addressing this | community need, Additionally only 19 of the units are dedicated to affordable housing - we can and should do better. The landlord behind this proposal has previously been taken to court over pressuring disabled people and minorities out of their properties in order to raise rent. How are we ensuring this will not happen again? What accountability will the developer have to our community? As a member of the local community and a resident I am requesting that the City of Pomona take action to improve upon the current state of our neighborhood, our environment, our traffic, our safety, our infrastructure, and our community. Prior to any new developments, I expect my city officials and planners to not only adhere to the minimum requirements of state law, but to perform due diligence to study the impact of such developments and to ensure that appropriate requirements and mitigations are put in place for the benefit of the community BEFORE proceeding.

Please request the following from the developer/builder:
-The Developer is requested to plan for a MINIMUM of 2 parking spaces per dwelling unit with additional spaces for guests and visitors on the premises of the new development -The Developer is requested to provide a detailed construction plan that minimizes disruption to the community, including limits on construction hours and routes that avoid residential areas -The Developer is requested to take documented measures to minimize noise and air pollution during and after constructions, such as sound barriers and dust control plans. 1 In the best interest of the existing community and for any future residents who may join our community, I request the City of Pomona also follow through with the following actions PRIOR to moving forward with the new development:
-The City is requested to perform and provide full and thorough environmental impact study (not just a "review") to be carried out by the City of Pomona with outcomes and recommendations made publicly available -The City of Pomona is requested to perform a traffic study to include current traffic flow and the impact of added vehicles to Grove Ave, from Garey Ave to Fulton Road -The City of Pomona is requested to install a permanent fixture that prevents vehicles from driving on Grove Ave. at the wash to slow traffic and for the safety of pedestrians -The City of Pomona is requested to perform assessment and plan to ensure the power grid is capable of not only supplying electricity to the current area reliably, but that the addition of new units is able to be supported by SoCal Edison
-The City of Pomona is requested to perform assessment and plan to ensure the city infrastructure and services of water, sewage and trash are accounted for in the anticipated cost and impact of these new developments -The City of Pomona is requested to provide a plan for an increase in Emergency Services to ensure there is timely support and response when needed in the local area -The City of Pomona is requested to use the outcomes and recommendations of all above studies to create action plans and implement appropriate mitigations where necessary, and to deny the project from moving forward as proposed if there is no feasible way to mitigate detrimental effects of the development Additional comments and considerations:

Environmental Review:

Has the city council been able to ensure that the building will adhere to all of the zoning laws and environmental regulations currently in place?
Per SB 406, affordable housing project funding by the State is exempt from CEQA review if review is already being undertaken by a separate agency (i.e., the project's lead agency). Per the notice of public hearing that was provided, the City of Pomona as the lead agency has conducted an environmental review. I request that the City of Pomona as the lead agency on this project provide the full report of the environmental review that is being claimed in place of CEQA review under this exemption to show what the actual impact of this specific new development is expected to be prior to moving forward. A statement that a review was conducted is not sufficient. If the review that was conducted by the city did not include any analysis to take into account the details of this specific proposal along with possible impacts and recommendations for mitigation, then the City should perform further study and analysis to ensure it does not approve planning projects that can be detrimental to an existing community.

Traffic Studies:

The most recent traffic study that was used to inform the approval of this project was carried out in 2014 and is not representative of the current state of traffic in the community.

I request that the City of Pomona plan and perform traffic studies on the current location to assess the impact on the traffic in the immediate and surrounding areas of the proposed new development. Due to the pre-existing high density housing in the area, the street parking in the immediate vicinity is fully utilized overnight with no other parking aside from the nearby residential communities. This, along with the expected number of adult residents with cars that are planned to be residents of the new development needs to be accounted for with / proposed solutions by the developer and the city. The bare minimum requirement of 1.4 parking spaces per unit may be feasible in areas where street parking is available; however the current utilization of street parking means there is no open space. The development should therefore account for the actual number of expected 2 vehicles to be added by residents and provide a minimum of 2 parking spaces per unit with additional spaces available to guests and visitors of residents.

Per the City of Pomona Transportation Study Guidelines for Vehicle Miles Traveled and Level of Service Assessment
"A TS which includes LOS analysis shall be required for a proposed project when either the AM or PM peak hour trip generation from the proposed development is expected to exceed 50 vehicle trips (without consideration of pass-by trips). Traffic study may be required for smaller projects based on land use and location per City's discretion."
This new 289 unit dwelling that is being proposed far exceeds the City of Pomona's guidelines for warranting a traffic study. In fact, more than 50 vehicle trips will likely be added in every direction of entry and exit for the dwelling.

Proposed Road Closure to Adjacent Neighborhood;
One mitigation to the impact of the added vehicles to the neighborhood community is the construction of a permanent planter on Grove Ave, to the West of the wash. Such a fixture can allow pedestrian access but prevent vehicle access to ensure that the neighboring community is not used as a through-way to traffic, and ot loss of life in order for the city to react or take action to ensure we keep our streets safe, and am strongly in favor of closing off vehicle access to Grove Ave, in light of the proposed addition of high density housing and added vehicles.

City Infrastructure:

Prior to moving forward with this project, I request that the City of Pomona provide a plan for ensuring that city infrastructure can support the addition of hundreds of new residents in a new high density development.

Currently, residents in the immediate area experience regular power outages due to the high demand on the power grid. What is the plan to ensure that this will not only improve, but that plans are put in place to provide sufficient reliable power to new developments?
In addition to power, the City of Pomona needs to ensure that the existing sewage, trash, and water infrastructure is capable of supporting this expansion and that the additional costs and impacts of expanding and maintaining city infrastructure are fully understood and accounted for.

As more residents are brought into a high density living area, there will be additional needs for support from Police, Fire, and Emergency services, How can the City of Pomona expect to provide and maintain a safe and upported new community development when the police force does not currently have the full number of swor fficers that the budget allows for? Will the budget for officers and the hiring of new officers increase t account for the growing population? Will the fire department get additional trucks and staff? Please provide data on the current response time for Pomona emergency services to the local area with a plan on how this will be improved upon and accounted for with the increase in dwelling units and residents.

Thank you for prioritizing the well-being and betterment of our City and our Community during planning considerations.

I look forward to seeing action taken by our City leaders and officials to address the points submitted within this letter.

Signed, a Concerned Local Resident,

Dear Pomona Council,
Our names are Rosie & Gilbert Mosqueda. As concerned Pomona Residents and a family who has owned the residence on Fulton Road since 1979 we write with growing concern. ### Argument for Approving Blockade at Grove Ave & Thompson Creek Wash The proposed blockade at Grove Ave and Thompson Creek Wash is a crucial measure to address the significant Increase i comic on nary a Fely dreame i reno are is up and the proposed eh posteral risks to the local community.
#### Increased Traffic and Speeding
In recent years, the volume of vehicles traversing Fulton Road & Grove St. has surged. This influx of traffic has not only disrupted the peace of the neighborhood but has also resulted in a noticeable increase in speeding cars. The once quiet residential street now faces the dangers of high-speed traffic, creating a hazardous environment for pedesins, particularly children and eldery residens, An apartment complex will ignificanty ices this #### Parking Issues
The increased number of vehicles will also exacerbated parking problems. Residents have found it increasingly causing inconvenience and heightening the risk of vehicle-related incidents. #### Safety Concerns
The primary concern for the residents of Grove St. & Fulton Road is safely. The increased traffic and speeding cars endanger pedestrians and cyclists. There have been near-miss incidents involving children playing in their yards and crossing the street. There is a constant issue with vehicles surpassing cars going the residential speed limit, newly imposed. Moreover, the lack of multiple signage and no enforcement is making the problems only increase. ### Conclusion
The blockade at Grove St, and Thompson Creek Wash is not merely a measure to reduce traffic; it is a necessary Intervention to restore safely and tranquility to the neighborhood. By redirecting traffic away from Grove St. and Fulton Road, we can significantly mitigate the risks posed by increased traffic and speeding, alleviate parking issues, and most importantly, protect the well-being of our community members. The safety of our residents should be the top priority, and approving this blockade is a step in the right direction.

Dear Mayor and City Council Members,
I am a mother of two young boys and live not far from the proposed building site on Garey Ave (project DPR 72-2024). Like numerous others, I have many concerns regarding this development. There has not been proper studies of impact of traffic in the area, which already suffers from speeding cars cutting through from Garey. We have a lot of young families like ours in the area that walk, bike, and play in the area, and I've seen numerous close calls by speeding cars coming down Grove. Adding a residential structure that will house hundreds more people will add to this issues.

If this project moved forward, I suggest—at the very least-adding speed bumps, caution signs, or even a blockade at the wash on Grove

Good evening, Mr. Mayor, fellow council members and city staff. My name is Andrew Kane and I am a 25 year homeowner in the extreme North Pomona community that will be directly affected by the proposed project unless public safety mitigations are implemented
• we need current traffic mitigation that includes detailed traffic studies, and the implementation of traffic calming measures. Our neighborhood cannot sustain the impact this development will bring without mitigating it BEFORE it becomes a problem.
• We MUST block off Grove Street by Thompson Creek. City Council and staff should've received a copy of CAD drawings of various possible ways of doing it. We not also furnished CAD drawings but also a cost breakdown for various solutions of the blockade. In that pocket you have in front of you you will see a petition with nearly 200 signatures that were generated in less than 72 hours from our community. We need this. This is public safety. • We need to add more speed bumps where they are not currently located Like Brookside Ln., Markway Avenue and Robin Way.
• We need increased police enforcement for traffic mitigations. • We must have updated traffic studies/input that is not over 10 years old provided by the developer and the city
The planning commission and the city council must not only listen, but HEAR the community and our plea for help. It is your job to oversee what's best for the city, the community and most importantly public safety. Fast-tracking such projects because Sacramento politicians rubber stamp them does not mean you have to.

Lastly, I am all for affordable housing, but really, the bonuses this developer was allotted is not going help anyone with affordable housing. I will close with this. I feel sorry for the residence of this project for the simple reason they are going to stress out when they realize they have absolutely no place to park and they will have to park so far away from their home that they will be forced to walk past the unhoused, drug addicts, and just blame thugs that we have walking our streets daily.

PLEASE DO THE RIGHT THING AND VOTE TO Help the community not harm it..

CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or on clicking links from unknown senders.

Dear Mayor and City Council Members,
1 write to you today regarding the proposed development project, DPR 72-2024. I recognize First and foremost, the current plans for DPR 72-2024 fail to provide sufficient parking. This deficiency will inevitably lead to increased congestion within our neighborhood streets, adversely affecting residents' quality of life and accessibility. It is essential to consider implementing a parking permit system to alleviate this potential problem.

Furthermore, the proposed development will prompte an increased use of our neighborhood as a shortcut, exacerbating traffic volumes and elevating the risk of accidents. This situation poses a significant threat to the safety of children and other vulnerable community members, as speeding vehicles become more prevalent. To address this issue, I propose the installation of a barrier at Grove and Dawnview to redirect traffic flow, coupled with the implementation of speed mitigation measures, such as electric traffic speed warning signs and speed humps.

Additionally, 1 am concerned about the environmental impact of increased traffic and construction in the area. The potential for noise pollution, air quality degradation, and harm to local wildlife habitats must be thoroughly assessed and mitigated.

Turge you to carefully reconsider the current development plan for DPR 72-2024, taking into account these concerns. It is crucial that we strive for a balanced approach that addresses the housing shortage while preserving the safety and integrity of our community. I am confident hat, with thoughtful planning and community engagement, we can achieve a solution tha enefits all stakeholders
Thank you for considering my input on this matter: 1 look forward to your response and to seeing proactive measures implemented to address these concerns.

Dear Mayor and City Council Members,
I am writing to express my profound disappointment and frustration regarding the recent approval of the Four-story apartment complex on the corner of Garey Avenue and Dawnview Avenue. It is deeply concerning that the City did not conduct thorough traffic studies, impact assessments or parking evaluations before making this decision to approve the apartment complex plans.

The lack of due diligence in assessing the potential consequences for existing homeowners in the area is not only disrespectful but also a dereliction of the responsibilities entrusted to you by the residents of Pomona. The anticipated increase in traffic and the strain on already limited parking resources pose significant safety risks and diminish the quality of life for those of us who have long called this neighborhood home.

Further, the introduction of such a large development without proper planning and consideration is likely to negatively impact property values in the area. Homeowners have invested significantly in their properties, and all the sudden influx of traffic and parking issues can lead to a decrease in the desirability and market values of our homes. This is an unacceptable outcome for residents who have worked hard to build and maintain their community.

It is disheartening to see that the voices and concerns of property owners were not adequately considered in this process, As elected officials, your primary duty is to serve and protect the interests of your constituents. By neglecting to address these critical issues, you have failed to uphold the trust placed in you by the community.
1 urge you to reconsider the approval of this project, as proposed, and to take Immediate action to conduct comprehensive traffic and parking assessments. It is imperative that the City priorities the well-being and safety of its residents over unchecked development Thank you for your attention to this matter. I look forward to seeing meaningful steps taken to address these concerns, which in my opinion include a street blockade and permitted parking for the single-family home residents.

Sincerely,
Brittanie Conaway

Hello,
1am writing to oppose the development on Garey Ave and Foothill blvd. This housing community will adversely affect traffic in the surrounding neighborhoods. Additionally, the overflow parking will undoubtedly spill onto the nearby streets. Lastly, should this project move forward, I would request a street blockade at Grove and the Thompson creek wash. -Adam

Fire Statistics for 2022 and 9 months of 2023. (Char Kane)

GOOD EVENING MY MAYOR AND FELLOW COUNSEL MEMBERS AND
STAFF. MY NAME IS CHARMAINE KANE AND I AM A 25 YEAR HOME OWNER THAT WILL BE IMPACTED BY THIS DEVELOPMENT.

I AM TENURED EMPLOYEE OF THE LOS ANGELES COUNTY

DEPARTMENT OF EMERGENCY MEDICAL SERVICES IN
MANAGEMENT.

I have done research on Fire Calls for the 3 ALS Stations and our 1 BLS station. Adding this 3 large development within a 2 mile radius is only going to impact our firefighter/paramedics more.

Please see the attached statistics that I received from the Los Angeles County EMS Agency on fire runs for Los Angeles County fire stations, 101, 182, 183 and 186.

EMS Incident Date From 01/01/2022 To 09/30/2023
Prov & Unit 2022 Jan-Sept 2023 Total
CF 101 6553 4988 11541
CF 182 5680 4067 _9747
CF 183 5928 4351 10279
EMS Incident Date From 01/01/2022 To 09/30/2023
Prov & Unit 2022 Jan-Sept 2023/ Total
CF 186 2207 1663 3870
During 2022 this was a time of Covid and the fire departments were transporting less patients, due to hospital volume.

Advanced Life Support stations - ALS
Station 101 - (2022) See above for yearly runs, this comes out to 546/month
Station 101 - (2023) Jan-September (only 9 months were available at the time of the request) This comes out to 554/month but this was not the total for the full year as stats were not available. An increase from previous year not including the additional 3 months in 2023.

Station 182 - (2022) See above for yearly total runs. Total 474/Month Station 182 - (2023) January-September (only 9 months were available at time of request) 452/month only showing 9 months
Statin 183 - (2022) See above for yearly total runs. Total 494/Month Station 182 - (2023) January - September (Only 9 months were available at time of request) 484/Month only. Showing 9 months
Basic Life Support station - BLS 1 engine station
Station 186 - (2022) See above for yearly total runs. Total 184/Month Station 186 - (2023) January - September (Only 9 months were available at time of request. 184/Month Showing only 9 months.

There is concern as what the numbers currently are for 2024, as numbers are yet not available. On Bonita and Garey the Gabriel's have a approximately 300 Units, On Bonita and Towne the new building has about the same as the Gabriel's. Now adding this new apartment complex with 298 units.

There should be a mitigation report on how this will impact our 3 ALS fire units, our 1 BLS unit. How will this impact Pomona Valley Hospital? What are the total number of patients being seen per year in the emergency Room? How many total admissions per year. Plus, Pomona is the only Trauma Center in this area. Next closets is Huntington Memorial in Pasadena or Los Angeles General in downtown LA.

Has anyone talked to the Battalion Chiefs on the effect on the Firefighter/Paramedics. What is the average time for a unit to respond? This is also impacted with all the wild fires, where the strike teams our out.

Has anyone talked with Richard Yokum the CEO for Pomona Valley on the impact of the hospital, nurses (as there is a nursing shortage), physicians.

Has the city talked about expansion of the fire department, as we closed fire station 181? Has there been talks of expanding Pomona Valley Hospital?
I think these areas of public safety should be evaluated prior to more high density housing being fast tracked. What about our shortage of police officers in Pomona? What will the response times be, as it is very difficult to get a police officer in North Pomona? This will further impact the safety of the residents.
